“We are marking a decisive step in the second phase of the regional express train with the acceptance of this modern infrastructure, which is harmoniously integrated into the architectural ecosystem of the Blaise-Diagne international airport. [AIDB] “, welcomed the Senegalese President, Macky Sall, at the time of the inauguration of the terminus of the TER at the international airport, on July 8, in a declaration reported by the Senegalese press agency.

Inaugurated in December 2021, the Regional Express Train connects Dakar to the city of Diamniadio. The new phase towards the AIBD, whose finalization is scheduled for December 2023, will mark the gradual ramping up of rail services: the number of trains will increase from 15 during the first phase to 22 in the second phase in order to meet the increase in passenger traffic following connecting to the airport.

Infrastructure targeted by protesters

Led by the Turkish group Summa, the new TER railway station includes a central building, a 200-meter bridge and other amenities for travelers. “This new infrastructure connected to the AIBD terminal is an exception […] among African airports”, rejoiced the Senegalese president – who recently announced his decision not to run for a third term as head of state.

While the works for the new facility cost nearly 8 billion CFA francs (regarding 12.2 million euros), mobilized by the ECOWAS Bank for Investment and Development, the Senegalese president wants to see the rail connection between Diamniadio and the AIBD recorded before 2024. “Other challenges await us to complete the TER. May the work continue with the same diligence and determination,” insisted Macky Sall.

With the regional express train (TER) from Dakar and the introduction of the Bus Rapid Transit (BRT), initially scheduled for December 2023, Senegal intends to strengthen its transport offer within the framework of the Emerging Senegal Plan (PSE). However, these infrastructures are often targeted during demonstrations. While twenty BRT buses were received by the Senegalese authorities in early July, 19 out of 23 stations were vandalized during the latest riots in early June.
