The Seimas simplified science purchases from abroad

On Thursday, the Seimas, following 74 MPs voted in favor, adopted the following amendments to the Law on Public Procurement.

The new procedure will apply to higher education institutions or research institutes purchasing goods, works or services directly related to research and experimental development.

They will be able to buy through unannounced negotiations, the contract might be concluded orally, if the purchase value did not exceed 15 thousand. euros (without VAT).

The initiator of the amendments, the Chairman of the Future Committee, Raimundas Lopata, previously said that such changes will make it possible to buy from foreign suppliers more efficiently, as they will facilitate public procurements in which they will participate – procurement procedures will be shortened by up to two months, as certificates confirming that the supplier is reliable have been waived. Such certificates will only be needed if the reliability of the supplier is in doubt.

The Seimas determined that certificates confirming the absence of grounds for exclusion of the supplier will not be required when the supplier submits the European Common Public Procurement Document.

It is expected that the new procedure will allow Lithuanian experimental science to be much more competitive in the international arena.
