The security situation in the East of the DRC at the heart of Cyril Ramaphosa’s trip to Luanda

Cyril Ramaphosa, President of the Republic of South Africa, begins a working visit to Luanda (Angola) this Thursday, August 8, 2024. He will meet his Angolan counterpart João Lourenço, mediator appointed by the African Union in the crisis between Kinshasa and Kigali to address the security situation prevailing in the East of the Democratic Republic of Congo.

“President Ramaphosa and President Lourenço will also share their views on issues of mutual regional interest, including the situation in the Democratic Republic of Congo (DRC) and on regional and continental efforts to resolve conflicts afflicting the continent,” announced the South African presidency.

South Africa is contributing to the SADC troops deployed in eastern Congo to confront the M23 rebels.

Well before this meeting, the foreign ministers of the DRC, Thérèse Kayikwamba Wagner and Olivier Nduhungirehe of Rwanda, met last week in Luanda with the Angolan mediator, João Lourenço for peace talks. A ceasefire was declared on the ground between the Congolese army and the M23. The ceasefire came into effect this Sunday, August 4, 2024 at midnight and will be supervised by the Ad-Hoc Verification Mechanism reinforced by intelligence experts from the three countries and other entities, is the result of the relaunch of the Luanda process, which Kinshasa considers a privileged mechanism for a return to lasting peace.

Meanwhile, on the combat ground, the Armed Forces of the Democratic Republic of Congo continue to experience enormous difficulties against the M23 rebels supported by the Paul Kagame regime according to several United Nations reports. Despite the ceasefire obtained through Angolan mediation with the aim of silencing the weapons, this rebel movement supported by Kigali continues its conquest of localities and villages in the province of North Kivu.

The South African army has deployed a significant number of troops to SAMIDRC, which is tasked with helping the government of the Democratic Republic of Congo (DRC) restore peace and security in the eastern part of the country, where the advance of the M23 rebel group has led to an escalation of violence. This meeting coincides with the UN Security Council resolution authorizing the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) to provide logistical support to the Southern African Development Community Mission in the DRC (SAMIDRC).
