The Role of Substitute Candidates in French-Speaking Parliament: Insights and Implications

Six months before the legislative, regional and European elections, each party prepares, draws up and refines its lists. And a certainty appears, being well placed as an alternate candidate in the first places on a list of a party which has a good chance of going to power following the elections of June 2024, opens obvious prospects of becoming a deputy. It is a less risky choice than occupying a so-called combat position among the workforce.

18 French-speaking parliamentarians in the House are substitutes

The Chamber has 63 French-speaking deputies out of 150. And of these deputies, there are 18 parliamentarians who occupied a substitute place during the last elections in 2019. The substitute candidates essentially replace the deputies when they become ministers. But not only.

In 2019, an example among others, the Liège PS won five seats out of 15 in the Chamber. Of the five deputies, only one is still in place, Christophe Lacroix. Frédéric Daerden became Minister of the Budget in the government of the Wallonia-Brussels Federation and therefore he was replaced as parliamentarian. Marc Goblet, the former secretary general of the FGTB, who became a PS deputy, has died. He was also replaced.

Two other elected officials chose their city

At the PS, in big cities, there are decumulation choices to make. Julie Fernandez-Fernandez, alderman in Lège and Laura Crapanzano, alderman in Seraing, then chose their local mandates. They were also replaced by candidates who were on the list of substitutes.

And in other parties, such as Ecolo, the statutes prevent a president from combining his function with a parliamentary mandate. Jean-Marc Nollet, co-president of Ecolo, was therefore also replaced by a substitute in 2019 following his election to the Chamber in Hainaut and this will be the case once more, barring any surprises, in 2024.

Be careful, this is not the case everywhere

This system with staff and substitutes is the rule in the Chamber, in the Parliament of Wallonia and on the Flemish side. But be careful, not in the parliament of the Brussels-Capital region nor in the German-speaking Community. Remember your ballots. For the Chamber and the Parliament of Wallonia, there is on one side the list of staff and below, the list of substitutes for each party. This is not the case for the Brussels or German-speaking parliament.

For these two levels of power, on the ballot papers, there is only one list without distinction between effective and substitutes and it is according to its number of votes, regardless of its place, that a new elected replaces a deputy who has become a minister, a deceased or resigned parliamentarian.
