President Volodymyr Zelenskyi signed the Law “On Amendments to Certain Laws of Ukraine on Improving the Procedure for Processing and Using Data in State Registers for Military Registration and Acquiring War Veteran Status During Martial Law” (draft law No. 10062). Relevant information is contained in the card of the draft law on the website of the Verkhovna Rada.
Earlier we wrote that the draft law proposes to amend the laws of Ukraine “On the Unified State Register of Conscripts, Conscripts and Reservists” and “On the Status of War Veterans, Guarantees of Their Social Protection”, which would provide for:

establishment of the possibility of citizens of Ukraine to submit an application (appeal) in paper or electronic form in accordance with the Law of Ukraine “On Peculiarities of Providing Public (Electronic Public) Services”, and, in particular, by means of the Unified State Web Portal of Electronic Services and/or the Unified State Register of War Veterans to the relevant state bodies to acquire the status of a participant in hostilities, a person with a disability as a result of the war, and a family member of the fallen (deceased) Defenders of Ukraine;

establishing the features of acquiring the status of a participant in hostilities during martial law on the basis of a certificate of direct participation of a person in measures necessary to ensure the defense of Ukraine, the protection of the safety of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine issued in electronic form.

According to the text of the draft law before the second reading, it is determined that the Unified State Register of conscripts, conscripts and reservists (hereinafter – the Register) is an electronic information and communication system designed for the collection, storage, processing and use of data on conscripts, conscripts and reservists , created to provide military registration of citizens of Ukraine.
The following information will be entered into the Register and stored in the Register database:
1) personal data of conscripts, conscripts and reservists;
2) service data of conscripts, conscripts and reservists;
3) data on the need for staffing of the Armed Forces of Ukraine and other military formations formed in accordance with the laws of Ukraine, in addition to information that constitutes a state secret.”
Personal data of conscripts, conscripts and reservists will also include:

date and number, summary of the protocol and/or resolution regarding the person in the case of an administrative offense provided for by Articles 210, 210-1 of the Code of Criminal Procedure;

information on documents drawn up for going abroad for permanent residence, or leaving for permanent residence abroad, or returning to Ukraine;

information on the license of a tractor-driver for the right to drive tractors, including home-made, self-propelled agricultural, reclamation and road construction machines;

information on ship documents, international certificates for the right to operate a pleasure craft and the licenses of a pilot of a small vessel or jet ski, as well as documents granting the right to operate a pleasure craft, small vessel, jet ski, information on the certificate of a member of the deck crew of an inland navigation vessel or other earlier an issued document confirming the qualification of a member of the deck crew of an inland navigation vessel;
Service data of conscripts, conscripts and reservists shall include information on:
1) performance of military duty and completion of military service;
2) military registration marks, the list of which is determined by the Procedure for maintaining the Register, approved by the Holder of the Register;
3) conclusion (decision) on passing a medical examination (military examination);
4) completion of alternative (non-military) service by a citizen of Ukraine in accordance with the Law of Ukraine “On Alternative (non-military) Service”;
5) information about participation in hostilities.
In addition, an Electronic Office of conscripts, conscripts, and reservists will be created. The electronic office – the program interface of the Register is designed to display the information about the conscript, conscript, reservist, contained in the Register. The procedure and parameters of access to the electronic cabinet, the list of displayed information, as well as the list of services provided to conscripts, conscripts, reservists through the electronic cabinet, are determined by the Procedure for maintaining the Register, approved by the Holder of the Register.
