The regional league consists of five seasons, from which a total of four teams qualify for the third division. The champions of the regional leagues west and south-west are promoted directly, the two remaining promotion places are divided between the regional leagues north, north-east and Bavaria. A champion from North, Northeast and Bavaria is promoted directly according to an annually rotating system, the fourth starting place for the 3rd league is played by the other two champions in promotion play-offs (first and second leg).
