The reform of the taxation of non-profit organizations is put on hold

Two conflict of interest motions will freeze the reform of the taxation of non-profit organizations. The Committed deplore a procedure which does not resolve the root of the problem caused by the text.

This Tuesday at the Cocof (Common Community Commission), a conflict of interest motion once morest the federal bill on the reform of the taxation of non-profit organizations should be voted on. Tabled by the PS, Ecolo, Défi groups, and co-signed by Les Engagés, this motion follows another motion – not yet voted on – tabled in the Parliament of the Wallonia-Brussels Federation. The vote by Cocof will result in the bill, which was to be voted on in the House shortly, being put in the fridge for 60 days.

This reform is part of a so-called “catch-all” bill including a progressive rate on the assets of non-profit organizations. They should pay up to 0.45% on the portion of their assets exceeding 500,000 euros, compared to 0.17% currently. What bring in 82 million euros to the state budget.

Neutralization for certain sectors

The current bill provides for the neutralization of this increase for the care and social assistance sector. “But, deplores Catherine Fonck (Les Engagés), certain sectors, such as adapted work companies, have been forgotten or deliberately excluded. They have heritage, but are not prosperous, and have an important societal mission, they should also benefit from this neutralization“, estimates the federal deputy, who also thinks of shelters or non-profit organizations in the sporting or cultural sectors.

The motions have the effect of freezing the progress of the bill. But Catherine Fonck remains perplexed regarding the interest of the procedure. “It is less effective than the vote on the amendments that we tabled in October,” laments the MP who fears that the law will end up being voted on without any modification. His party nevertheless supports conflict of interest motions. “This is our only option to act at this time.”

Before the All Saints’ Day holidays, The Committed had tabled five amendments allowing the targeted sectors to benefit from the neutralization of the tax. These amendments were then rejected. “If nothing is done to modify the text, it is people with disabilities who risk losing their jobs if their non-profit organization is put in difficulty,” warns Catherine Fonck, who says she does not understand the attitude of the majority. “This tax was put in place to make the broadest shoulders contribute, but can we consider these actors as part of it? I don’t think so,” said the MP, who hopes for rapid awareness among his colleagues in the majority. “There is no shame in correcting a bill.”
