At the conference, Prime Minister Pham Minh Chinh stated: this is the “3 in 1” Conference: Exhibiting socio-economic development achievements and introducing typical agricultural products of the region; announced the Government’s action plan to implement Resolution 30 of the Politburo; investment promotion in the Red River Delta.

This is also the last conference to implement the Politburo’s resolutions on the six socio-economic regions across the country, in accordance with the direction of General Secretary Nguyen Phu Trong, which is “the first, the best, the most supportive. , above and below in agreement, horizontal and vertical smoothly”.

The Government is continuing to carry out follow-up work such as building and consolidating regional councils and operating mechanisms, mechanisms, policies, planning, etc. to develop regions. The Prime Minister emphasized that this requires the Government, ministries, sectors and localities to work together, urgently, drastically, close to reality, feasible and effective.

Prime Minister Pham Minh Chinh said that the Red River Delta is an important strategic area, also the northern gateway of the country and ASEAN in connection with economic development and trade, an important bridge in economic exchanges. international culture and economy.

The economic scale of the whole region in 2020 will be 7.75 times higher than in 2005, accounting for 29.4% of the country’s GDP (ranked second, following the Southeast region); GRDP per capita is 103.6 million VND/year, 1.3 times higher than the national average (following the Southeast region is 141.3 million VND/year).

In addition, this place has a fast, synchronous, modern and good transportation infrastructure compared to other regions across the country, converging all 5 modes of transport; FDI attraction increased quite rapidly. By 2020, ranking 2nd in economic regions (accounting for regarding 31.4% of the total national capital)…

However, the socio-economic development of the Red River Delta has not been commensurate with the region’s potential, advantages, position and important role; Localities develop unevenly, heavily dependent on capital and labor. Manufacturing industries with modern technology account for a low proportion. The structure of budget revenue in some localities is not sustainable and depends on certain industries.

Infrastructure does not meet requirements. Transport infrastructure lacks connectivity, mainly by road. Tourism infrastructure is still weak. The urban system has not developed synchronously; lack of linkages between urban areas, economic zones, industrial zones and rural areas; social housing development has not met the requirements.

For example, in the past, Nam Dinh had a development advantage over Ha Nam and Ninh Binh, but now Ha Nam and Ninh Binh develop faster, the important reason is the connection transport infrastructure of these two provinces. better. Another example, when Hai Phong implemented traffic works connecting with Quang Ninh and other provinces, Hai Phong developed a breakthrough.

“Such analysis shows that we still have a lot of work to do. The Prime Minister suggested that ministries, sectors and localities in the region exploit to the fullest their potential and outstanding advantages for rapid and sustainable development so that the Red River Delta is truly a leading development driving force, playing a decisive role in the development of the region. guiding and leading the process of restructuring the economy and transforming the growth model of the country.

In particular, special attention should be paid to a number of areas, including strategic connectivity infrastructure, digital transformation, green transformation, circular economy, knowledge economy, and environmental protection.
