The Ministry of Transport said that it has received proposals from 10 provinces proposing to add a new airport plan in the planning of the national airport and airport system in the period of 2021 – 2030, with a vision to 2050, including: Ha Giang, Yen Bai, Tuyen Quang, Son La, Ha Tinh, Kon Tum, Quang Ngai, Khanh Hoa, Dak Nong, Tay Ninh.
After that, the Ministry of Transport directed Vietnam Aviation Department assume the prime responsibility for, and coordinate with relevant units in, working with localities, preliminarily assessing the possibility of airport formation in the localities.
The remaining 8 positions have the ability to arrange runways and design flight methods, but most of them have conflicts and overlaps in the airspace; some locations require survey data, specific assessment of static and other relevant data.
Specifically, Ha Giang Provincial People’s Committee has repeatedly proposed to include Tan Quang airport in the planning of the national airport network by 2030, with a vision to 2050.
According to the proposal of Ha Giang province to the Ministry of Transport, the airport location is expected to be located in Tan Quang commune, Bac Quang district. This is a military airport of grade II and level 4C, for civil and military use, with a land area of regarding 388 hectares.
Ha Giang is the leading province of the country, with a border of more than 277 km, adjacent to China, with many advantages in economic development, tourism and border gate economy, including a global geopark on the rocky plateau. Dong Van, the national intangible cultural heritage of Hoang Su Phi terraced fields. However, Ha Giang only has roads connecting with Hanoi capital and provinces. At the same time, from the center of Ha Giang province to the nearest airport is Noi Bai regarding 260 km.
Meanwhile, Tuyen Quang proposed to add Na Hang Airport to the master plan to develop the national airport system. Na Hang airport is proposed to be planned in Nang Kha commune, Na Hang district, Tuyen Quang province. This location is close to the special national scenic area Na Hang – Lam Binh, near important traffic routes such as National Highway 279, National Highway 2C, Highway 280 and convenient connection with the center and border gates neighboring provinces and cities such as Ha Giang, Cao Bang, Bac Kan…
The planned location of Na Hang airport has a scale of regarding 350ha. In which, the scale of the airport level 4C has an area of regarding 280 hectares and the military airport level II has an area of regarding 70 hectares and Na Hang airport is expected to be invested in 2 phases by PPP method.
AGREEMENT TO SUPPLY TWO MILITARY AIRPORTS TO THE PLANNING
On the basis of the work results, the Ministry of Transport has received opinions from 9 out of 10 provinces including: Son La, Ha Giang, Yen Bai, Ha Tinh, Quang Ngai, Kon Tum, Dak Nong, Khanh Hoa, Tay Ninh on the supplement. supplementing the new airport planning in the draft master plan on development of the national airport and airport system for the period of 2021-2030, with a vision to 2050.
In which, Son La Provincial People’s Committee proposed to continue focusing on airport planning Na San in the planning of the national airport system, the planning of Moc Chau airport in the direction of a specialized airport, serving tourism development.
The remaining provinces all proposed to supplement the new airport planning and proposed to assign localities to develop research and development projects for civil airports, and report them to competent authorities for consideration and decision.
According to the Ministry of Transport, the need for planning traffic infrastructure for socio-economic development of localities is justified.
However, in order to ensure the feasibility of the planning, it is necessary to continue to research, survey and evaluate the overall economic – technical factors, and it is necessary to have a consulting unit to implement to ensure adequate data. .
Therefore, the Ministry of Transport proposes to report to the Prime Minister to assign the People’s Committees of the provinces to organize the formulation of a project to evaluate the possibility of airport planning, including feasibility and efficiency, to ensure the mobilization of capital sources for investment in the following manner. public-private partnership (PPP), report to the Prime Minister to consider supplementing the airport planning and investment. This is to promote the initiative and be in line with the proposals of the localities.
Deploying the tasks assigned by the Prime Minister, the Ministry of Transport organized a mission to conduct field surveys at Thanh Son and Bien Hoa military airports with the participation of representatives of ministries, branches and localities.
From the results of the survey and additional research, the units have proposed to supplement the planning of two airports of Thanh Son (Ninh Thuan) and Bien Hoa (Dong Nai) in the master plan for development of the airport system. , national airport in the period of 2021 – 2030, with a vision to 2050.
As for the People’s Committees of other provinces, it is possible to make a project to assess the feasibility and efficiency, ensure the mobilization of capital for investment under the PPP method, report to the Prime Minister for consideration and assign the competent agency to organize the project. research and make investments.
