The Office of the Ministry of Transport has just announced the conclusion of the Minister of Transport Nguyen Van Thang on the selection of contractors to build and install equipment for the passenger terminal – part of the project 3 – Long Thanh airport. .
Accordingly, Mr. Thang evaluated the above bidding package as having a large and important scale, complex technical characteristics, including many work items. Because this bidding package has been canceled recently, the bidding work needs to be carried out urgently to meet the general progress and comply with the provisions of the law.

Besides, the Minister of Transport also asked the Airports Corporation of Vietnam (ACV) to clarify the causes, draw lessons leading to the cancellation of the contract, clearly identify the risks and propose remedial measures. dress. The purpose is to ensure that the next bidding time is selected by a contractor with sufficient capacity, experience, and progress.
Bidding package for construction and installation of equipment for the passenger terminal project, invested by ACV, with a value of VND 35,233 billion. According to the bidding documents, the contract implementation period is 990 days, equivalent to 33 months.
In September, 2022, ACV published a notice inviting bids for the above package, but following two extensions, only one joint venture contractor submitted a bid, namely Conteccons – Vinaconex – Centra – Phuc Hung Holdings – REE – Hoa Binh – HAWEE.
After that, ACV organized bid opening and evaluation of bids, but the bidders’ bids did not meet the requirements for contract performance experience…
At the same time, the Vietnam Association of Construction Contractors also has a document stating that the association of contractors is loose without a specific mechanism on division of responsibilities, obligations and powers among contractors. may arise many complications in ensuring the quality of the project later.
With the above reasons, ACV canceled this bid to re-implement in the direction of considering and adjusting some contents in the bidding documents to increase the attractiveness for foreign contractors…
