BETWEEN government programs and directions from the President to develop MSMEs and their implementation in the field is like a fire away from the fire. Its implementation does not have much impact on MSMEs, especially micro ones.
This is also the reason why people’s business credit (KUR) is not used much. This was conveyed by the General Chairperson of the Indonesian MSME Association (Akumandiri) Hermawati Setyorinny.
Banking requirements are not easy. One of them is that micro business actors must pass the Financial Information Services System (SLIK) and Program Credit Information System (SIKP).
“Requirements and (credit) analysis in banking are also not uniform. There is no special supervisory body to supervise programs run by the government which must be implemented below,” said Hermawati, contacted Thursday (7/3).
For example, it should not be mandatory to have a Business Identification Number (NIB), NPWP, and so on. However, there are several banks that still want an NIB.
Even though the rules require a business statement from the village head. Plus, the issue of NPWP doesn’t sound friendly to MSMEs. “So there are many things that MSMEs cannot get credit facilities for,” said Hermawati.
These obstacles are compounded by limited availability of raw materials and continuous increases in prices, from oil to rice. According to him, in government regulations regarding the distribution of MSME and micro credit, there should be standards that must be implemented by banks.
He acknowledged that in banking there is a form of concern and prudence or risk mitigation. “Actually, the state has backed up with the cooperation of three ministries and credit guarantee institutions. If problems occur with MSMEs, the state will automatically provide a credit guarantee that 70% will be repaid by the state,” said Hermawati. (Z-2)
