ICRC President Peter Maurer has arrived in Moscow. One of the first to go to Russia since the start of the offensive in Ukraine, he must continue humanitarian discussions with the authorities to reduce the impact on civilians.
Mr. Maurer has arrived, said Wednesday in Geneva the International Committee of the Red Cross (ICRC). The president notes “the devastation caused by the conflict in recent weeks”. “There are practical steps in international humanitarian law (IHL) that the parties must follow” to limit the effects of war, he added, following his five-day visit to Ukraine last week.
ICRC staff had to leave the town of Mariupol a week ago because it was impossible to bring in assistance. Mr. Maurer warned of the situation in this city and called for it not to be repeated in the rest of the country.
The president of the ICRC should not see the head of state Vladimir Putin. Meetings with representatives of the Ministries of Foreign Affairs and Defense are planned. As well as with the president of the Russian Red Cross, an entity that helps refugees who have arrived from Donbass. In addition to Ukraine, it must address the humanitarian situation in Syria or the impact of the conflict in Nagorny-Karabakh, says the organization.
