New, important projects to strengthen the reliability and resilience of the Transmission System and to serve the increasing penetration of RES (onshore and offshore) are included in the Preliminary Plan of the Ten-Year Development Program 2025-2034 of ADMIE. The total budget of the projects in the DPA Plan for the period under review amounts to 5.5 billion euros.

Also, the new DPA includes for the first time the new cross-border interconnections Green Aegean Interconnector and Saudi Greek Interconnection, which ADMIE began to mature last year.

New projects

The most important new projects that have been included in the 2025-2034 DPA Preliminary Plan, which was approved by the Board of Directors of ADMIE and will be given to a public consultation before it is finalized and submitted for approval to the Waste, Energy and Water Regulatory Authority (RAEW), are the following:

– Creation of a new Ultra High Voltage Center in Thessaly and its connection to the 400 kV System, as the natural phenomena that affected the area last year highlighted the need for the implementation of an additional substation, with the aim of limiting the effects of the possible loss of one of the two existing substations in Trikala and Larissa. In this context, the construction of a new Ultra High Voltage Transmission Line between the Trikala – Larisa transmission lineproviding additional power handling alternatives.

– Development new KYT in the area of ​​Lamia and its connection to the Ultra High and High Voltage System. These are projects that increase the reliability of service of loads in the region and will allow the absorption of increased production from RES.

– Development new KYT in Mesogeiawhich will allow the reinforcement of the supply of the wider area (which shows trends of increasing loads) and the reliable channeling of the production of the Thermoelectric Station of Lavrio, the RES stations connected to Lavrio and additional production from RES in Evia.

– Creation of new KYT in Rufwhich will allow the replacement of the 150 KV overhead lines starting in the Roof and crossing the western suburbs, with new 400 KV underground cable lines.

– Addition of Extra High Voltage equipment in the Kardia, Thessaloniki and High Voltage substations of Amyntaio, Lavrio and Pallini.

International connections

A prominent position in the new DPA is also occupied by the international connections promoted by ADMIE, which serve the national goal of making Greece an exporter of green energy, while promoting the EU’s goals of finding new energy sources and accelerating the green transition.

Overall, ADMIE, after the completion of the second interconnection with Bulgaria, is maturing new interconnections with Italy (1,000 MW), Albania (1,600 MVA) and Turkey.

These are projects on the northern border, which frame the large interconnections that are underway: Greece – Cyprus – Israel (Great Sea Interconnector) and the new electric highway between Greece and Germany, Green Aegean Interconnector. As stated in the Preliminary DPA Plan, the planning for the GAI concerns a total transmission capacity of 3 GW and in the second year the further development to 6 – 9 GW. The proposed route of the project, which has an initial budget estimate of 8.1 billion euros, concerns an undersea passage from Greece through the Adriatic to Slovenia, and then via an overland route to Austria and Southern Germany. Discussions are ongoing with the involved Transmission System Operators who have expressed their willingness to work together to mature the project.

A critical energy infrastructure being launched in the Eastern Mediterranean region is the Greece-Egypt GREGY electrical interconnection, which will allow the transfer of clean energy produced in North Africa to Europe, with Greece as the gateway.

ADMIE, in collaboration with the project promoter ELICA SA and the Egyptian Transmission System Operator EETC, is actively contributing to the maturation of the new interconnection with the next step being the preparation of feasibility studies in terms of the optimal technical solution. In addition, ADMIE is also considering its investment participation in the project, based on the MoU it signed in 2023 with ELICA, regarding the initiation of exclusive discussions for the evaluation of the Operator’s entry into the share capital of the SPV that develops the electrical interconnection project between Greece and Egypt.

Special mention is also made of the Greece-Saudi Arabia interconnection plan and the establishment of the special purpose company Saudi Greek Interconnection by ADMIE and the Saudi Arabian Transmission System Operator National Grid as a first step for the maturation of the project, with the preparation of the studies for the commercial viability of the interconnection project to transfer clean energy from North Africa and the Middle East to Europe.
Finally, it should be noted that in the 2025-2024 DPA Preliminary Plan, the transmission capacity of the Kos-Corinth interconnection (i.e. the main “trunk” of the Dodecanese interconnection) is increased to 1,000 MW (from 900 previously), and the schedule of the Crete-Attica interconnection is updated with completion horizon in the first half of 2025.

The Minister of Environment and Energy, Mr. Thodoros Skylakakis, stated: “The preliminary ten-year development program 2025-2034 of the ADMIE, which is put up for public consultation, includes ambitious initiatives that can consolidate Greece’s position on the international energy map. It foresees, among other things, the development of strategic cross-border connections and the further penetration of Renewable Energy Sources – where we have a strong competitive advantage – in the energy potential of our country. The successful implementation of the ten-year program can contribute, as a catalyst, to the national goals of the green transition, the strengthening of Greece’s energy security and its evolution into a green energy exporting country”.

The President and CEO of ADMIE, Manos Manousakis, emphasized: “The new Ten-Year Development Plan 2025-2034 marks a new era for ADMIE, an era of significant expansion of the system within and outside the borders that will allow the further penetration of RES and will make the infrastructure more resistant to climate crisis conditions, serving the national goal of Greece becomes an exporter of green energy”.
