The Chamber of Deputies and Deputies expressed its concern over the refusal of Andrés Manuel López Obrador, ruler of Mexico, to hand over the pro tempore presidency of the Pacific Alliance to Peru, and asked President Gabriel Boric to rule on the matter.
The governments of both countries have maintained a political and ideological confrontation since the end of last year: the Mexican president describes Dina Boluarte, constitutional president of Peru, as a “usurper”, and considers that he should leave “the Presidency to the one who won in a free and democracy, to Pedro Castillo”, who has been imprisoned since last December 7 following being dismissed by the Peruvian Congress following attempting a coup d’état.
In that framework, López Obrador has reiterated that Mexico will not hand over the presidency of the Alliance to Boluarte “because she is not legally and legitimately president of Peru.”
The economic and development initiative, which was born in 2011 to form “an area of deep integration”, brings together Colombia, Chile, Mexico and Peru, and the pro tempore presidency is exercised successively by each country, in that order, for annual periods which -generally- should leave in January.
In that framework, the Evopoli deputies Francisco Undurraga, Jorge Guzman, Hotuiti Teao and Christian Matheson proposed a draft resolution to address the diplomatic issue, which was approved on Wednesday in the Lower House with 76 votes in favour, mainly from the opposition, and 42 once morest and 12 abstentions, mostly from the ruling party.
That way, the legislative body “reaffirms the importance of maintaining institutional stability and democratic alternation in the pro tempore presidency of the Pacific Alliance, and rejects any attempt to undermine the bloc’s integrity and agreements.”
“In this sense -the text maintains-, this Corporation expresses its concern regarding the actions of the Mexican government in relation to the Pacific Alliance, requesting the President of the Republic (of Chile) to pronounce as soon as possible regarding the conflict over the presidency of this bloc, together with urging the Mexican government to comply with the commitments assumed in accordance with the norms established in the Framework Agreement of this regional integration initiative”.
SUPPORT FROM CHILE
On May 22, the Chilean Undersecretary of Foreign Relations, Gloria de la Fuente, expressed the support of the Boric Government for Peru to assume the corresponding presidency of the Pacific Alliance, following meeting with the Vice Minister of the Peruvian Foreign Ministry, Ignacio Higueras.
“Our government, through its chancellor, has been very clear regarding our position regarding the Pacific Alliance. We believe that effectively the temporary presidency corresponds to PeruDe la Fuente said at a press point in Lima, a statement that upset former Bolivian President Evo Morales.
In the midst of the diplomatic confrontation, Peru announced at the end of February the permanent withdrawal of its ambassador in Mexico and indicated that the bilateral relationship was limited to business managers.

“Mr. López foolishly insists on ignoring Pedro Castillo’s coup, despite the fact that the international community as a whole has expressed its rejection of the breakdown of the constitutional order in Peru and its support for the constitutional succession of President Dina Boluarte”, he lashed out.
Besides, Peru denounced yesterday that several of its diplomatic officials in Mexico have received death threats and asked the Government of that country to grant security guarantees to their representatives.
