Cai Zhanpeng, the then Director of National Security of the Police Force, was accused of patronizing the unlicensed massage parlor “Viet Spa” in Wanchai in March last year and was investigated. One of the defendants, Hu Bingxiong, a 62-year-old unemployed man, was charged with operating the store. About half a year later, Hu Zai was accused of operating an unlicensed massage parlor in Tsuen Wan, and the store did not require customers to use Safe Travel, and was accused of violating epidemic prevention regulations.

The case will appear in the West Kowloon Magistrates’ Courts today (18th). Last time, the prosecution withdrew Hu’s unlicensed operation charge in court. Now, following seeking legal advice from the Legal Department, the prosecution will also withdraw the charge of violating epidemic prevention regulations, that is, all Hu’s charges in this case have been withdrawn. The chief magistrate, Xu Qiwei, approved Hu Suo to return the guarantee.

Charged with two crimes

In this case, the defendant Hu Bingxiong was originally charged with one count of operating an unlicensed massage parlor. The facts of the case allege that in August 2021, he managed the above-mentioned massage parlor without a valid operating license, and the charge was withdrawn earlier.

He also pointed out that the massage parlour operated by him in Wah Cheung House, Hoi Pa Street, Tsuen Wan, from August 5 to 18, 2021, did not require customers to take body temperature and travel with peace of mind, which violated Chapter 599F “Prevention and Control” The charge under section 9 of the Diseases (Requirements and Directions) (Business and Premises) Regulations is also withdrawn.

However, Hu Bingxiong was involved in two other similar cases, including the suspected operation of an unlicensed massage parlour at Kwai Wai House, Chik Cun Street, Tai Wai. As for Hu’s case involving Cai Zhanpeng’s visit to the unlicensed massage parlor “Viet Spa” in Wanchai, the trial will start on August 8 this year, and the trial will last for 7 days.
