The Overhaul of Wallonia-Brussels Federation: Roadmap, Compromises, and Challenges

Georges-Louis Bouchez (MR), Paul Magnette (PS) and Jean-Marc Nollet (Ecolo) thus hold a roadmap on the overhaul of the Wallonia-Brussels Federation, which they intend to present in the form of a resolution to parliament French-speaking.

Between July 2022 and April 2023, the Sherpas of these presidents worked to reach a compromise, even if there are still points of friction.

The three major parties agreed on two principles: retaining the French Community, known as the Wallonia-Brussels Federation, and purifying it. It would be refocused on four skills: teaching, culture, audiovisual and research. The others (youth aid, justice centers, early childhood, civil service, equal opportunities, health, training) would go back to the Walloon and Brussels Regions.

The roadmap of the three presidents cedes the competence of sport to the Regions, but the MR pushes for maintenance in the Federation, with the argument of the sports federations.

To save money, gain efficiency and respond to citizens’ calls, the reform would lead to a reduction in the number of ministers and parliamentarians in the Federation, announce Le Soir and Sudinfo.

This project, however, faces significant pitfalls which might prevent its implementation into practice. In the event of regionalization of certain currently community skills, Flanders would have to agree to transfer skills itself (equivalent to those transferred to the French-speaking side) to the Brussels Region.
