He was a contractor at the Superintendency of Public Services in 2016, then a lawyer for the Department of Public Function in 2017, and has also worked for the Unit for the Comprehensive Care and Reparation of Victims since 2018.
The only position attorney Llanos did not list on his LinkedIn profile is that of legal advisor to the National Risk Management Unit. For several months, Llanos’ phone has been under surveillance by the Attorney General’s Office as part of an investigation into a major corruption case. This case involves two of Gustavo Petro’s cabinet ministers and four other congressmen suspected of receiving and giving bribes related to disaster relief contracts.

According to sources familiar with the case, Llanos was the person Sneyder Pinilla designated in January of this year to receive a suitcase full of cash, totaling 4.050 million pesos. This money was delivered by contractor Luis Eduardo López Rosero as a first installment of 16% of the total contract, required for him to win the contract in October 2023.
Llanos appears to have authorized several circulars and resolutions signed by Olmedo López and Sneyder Pinilla. “He was Pinilla’s trusted lawyer in the entity,” another source said. The 4 billion pesos are part of the money contractor López gave to Sneyder and Olmedo for corrupt purposes. However, as this newspaper revealed several weeks ago, there is still an inconsistency in the figures that has not been fully explained. However, the contractor’s activities, known as “the Pastuso” for his place of origin, remain unclear to the Prosecutor’s Office. The prosecutor in charge of the case believes that the contractor lied regarding the number of companies and contracts he has been involved with the State.
