Llanos is a lawyer from Sergio Arboleda University, specializing in administrative law. He has held several public positions. He was a contractor at the Superintendency of Public Services in 2016, then a lawyer for the Department of Public Function in 2017, and has also worked for the Unit for the Comprehensive Care and Reparation of Victims since 2018.

The only position attorney Llanos did not list on his LinkedIn profile is that of legal advisor to the National Risk Management Unit.
