Following the no. Φ80320/109864/14-12-2023 Joint Ministerial Decision, entitled “Social Security Registration Number” (Β΄ 7280/22.12.2023), the Deputy Minister of Labor and Social Security, Panos Tsakloglou, signed a clarifying circular, entitled “Instructions for the performance and operation of the Social Security Registration Number (SIN), on the occasion of the launch of the new SIN performance system on Monday, April 1, 2024.
The Social Security Registration Number (SIN) is a single, mandatory number for work and insurance of all persons belonging to the country’s social security system. It is necessary in transactions with e-EFKA and the other insurance funds, as well as for the processing of a series of transactions with the public, while it is also necessary for the acquisition of insurance capacity, access to electronic prescriptions and the provision of medical and hospital care.
According to the new legislative framework, the AMKA, following its issuance, is marked as (a) active, (b) inactive, or (c) inactive, depending on the actual situation of its holder, which will be established, following checks, carried out by HDIKA SA, based on the data obtained by the AMKA-EMAES Registry, through interoperability.
The AMKA is issued in principle inactive for the categories of beneficiaries who legally reside in the country and have access to the labor market.
The AMKA is activated, if the holder presents the necessary additional documents that prove his real residence in the country.
AMKA is deactivated by IDIKA SA, based on the data kept by AMKA-EMAES, if the conditions of legal stay or actual residence in the country cease to be met.
If the AMKA is deactivated for any reason, then in order to reactivate it, it is necessary to present supporting documents once more.
In case of deactivation, there is a possibility of temporary reactivation for one month.
The AMKA is permanently deactivated upon the death of its owner.
Beneficiaries of an inactive AMKA are persons who reside legally in Greece and have access to the labor market, regardless of citizenship. Beneficiaries of an active AMKA are those of the above who additionally prove their tax residence in the country or their general residence in the country (e.g. lease, studies, work, etc.).
The inactive AMKA is used by all information systems and allows insurance, the payment of contributions, the electronic prescription of medicines, etc. However, the health coverage of uninsured and vulnerable social groups based on the provisions of article 33 of Law 4368/2016 is only provided to holders of an active AMKA, i.e. to persons who prove both their legality of stay and their actual residence in the country.
As stated in the relevant announcement, AMKA is deactivated if any of the following criteria is not met:
of legal residence or
of access to the labor market or
of actual residence in the country, except for minor beneficiaries or
if the AMKA of the directly insured is deactivated, in the case of indirectly insured adults or minors.
In case of deactivation of the AMKA, the holders have the possibility to activate it temporarily for 30 days, by applying at any e-EFKA or KEP store, having the necessary supporting documents with them.
Exceptionally, A.M.K.A. not disabled:
to unaccompanied or separated minors with a residence permit of a beneficiary of international protection or a residence permit of another type, to minors living in Child Protection Units or in accommodation structures of the Ministry of Immigration and Asylum, to minors who have been placed in a foster or prospective adoptive family, as well as to minors who have been placed in the Volos Institution for Juvenile Boys
to the pensioners of Greek social security institutions for the period that a pension is paid
to Greek nationals or expatriates who have voluntarily subscribed to the e-EFKA health insurance.
