The number of job seekers fell by 0.2% in the second quarter

Even in an extremely slight way, the decline continues. In the second quarter, the number of job seekers without any activity (category A) fell by 0.2% throughout the territory – including overseas, except Mayotte -, according to a note published, Wednesday July 26, by the management of research, studies and statistics (Dares), attached to the Ministry of Labour.

A quasi-stability which establishes the number of unemployed people at 3.011 million (4,900 less compared to the first quarter) – 2.799 million if only the metropolis is taken into account. Comparing over one year, the trend is largely favorable, since people in category A have seen their workforce drop by 5% over the past twelve months. In a complicated economic context and despite still sluggish growth, the job market continues to resist.

A dynamic that was logically welcomed by the Minister of Labor, Olivier Dussopt. “Good news towards full employment, the number of job seekers continues to decline in the second quarter! », he wrote on Twitter on Wednesday. The Minister of Labor will defend in the National Assembly in the fall the “full employment” bill, which notably involves the transformation of Pôle emploi into France Travail and which was adopted at first reading in the Senate at the beginning of July. A text which should enable the executive to achieve the objective set by the President of the Republic, Emmanuel Macron: to achieve an unemployment rate of around 5% – once morest 7.1% currently – by the end of the five year term.

Increase in the number of unemployed young people

The evolutions of the second quarter are not however favorable for all the age groups. Young people under 25 and unemployed 25-49 year olds saw their numbers increase (+0.4% and +0.6%). Over one year, the under 25s registered with Pôle Emploi increased by 2.1%. On the other hand, while the question of the employment of seniors must be one of the themes discussed by the social partners in the autumn within the framework of the “pact for life at work” desired by the President of the Republic, Emmanuel Macron, the number of people aged 50 or over registered with Pôle emploi fell by 1.7% compared to the previous quarter and by 7.5% over one year.

A decline that might be partly explained by the implementation of the latest unemployment insurance reform, which reduced the duration of unemployment benefits by 25%. “There was a connivance between seniors and companies to optimize their last years before retirement by using the three years of unemployment to which they were entitledexplains Gilbert Cette, professor of economics at the Neoma Business School. We are perhaps witnessing the first effects of the shortening of a quarter of this period. »
