Hong Kong people went to work in Southeast Asia and turned into a scam of “selling pigs”. The Security Bureau received one more request for assistance. A total of 39 cases have been received. 18 people have been confirmed to be safe, 12 of them have returned to Hong Kong, and 21 people are still in custody Imprisoned in Myanmar and Cambodia.

Huang Xiaoyuan (pictured), the project manager of “Hope Branch”, an organization concerned with human trafficking, pointed out that she received at least 2 requests for help, both of them were taken to Myanmar. One of the cases was invited by a friend to travel to Thailand. After arriving there, she was kidnapped. He went to Myanmar and sold it to the park, but has not returned to Hong Kong so far; another case of misbelieving the job advertisement on the Internet was coerced by force upon arrival and demanded to engage in illegal work. The family returned to Hong Kong following paying the ransom.

In relation to the “selling piglets” deception, the police have arrested a total of 7 people, and some of them have been temporarily charged with conspiracy to defraud. Ho Pei-chi, chief lecturer at the School of Law at the University of Hong Kong, said that he was happy that the Hong Kong police quickly arrested several people involved in the case, but was worried that if they were only prosecuted for fraud, it might not reflect the seriousness of the crime. She admitted that under the Crimes Ordinance, the crime of trafficking others into or out of Hong Kong is only for prostitution; while most cases of human trafficking include labor exploitation and forced crimes, but the relevant scope is not covered by the laws of Hong Kong. Since there is no legal basis, law enforcement officers cannot do the corresponding investigation. She described that Hong Kong’s laws on human trafficking and forced labor are lagging behind those of the mainland, and called on the government to enact legislation on human trafficking and forced labor as soon as possible.
