Senegal, under the new presidency of Bassirou Diomaye Faye, elected on April 2, 2024, published on April 23, 2024, an important notice to users from the General Directorate of Customs, dependent on the Ministry of Finance and Budget under the direction of Sheikh Diba. This opinion comes in a context where the new government seems to be working on formalizing the informal economic sector, which predominates in the country.

According to the document issued, any import of goods into Senegal is now subject to a dematerialized Prior Import Declaration (DPI). This declaration must be made on the basis of the invoice (pro-forma or commercial) or the purchase order and processed within the framework of the Inspection at Destination (IAD) by the Directorate of Intelligence, Risk Analysis and of Value (DRAV) via the GAINDE system following an initial request through the ORBUS electronic system of GIE GAINDE 2000.

In addition, from May 1, 2024, it is mandatory to produce an IPR for any importation of goods whose FOB value is equal to or greater than five hundred thousand (500,000) CFA francs, or for any personalized container, regardless of its value. FOB.

The notice also specifies exceptions to this procedure, which include personal objects and effects, diplomatic privileges, and operations of a social nature such as donations and aid to the State or the Red Cross, as well as vehicles second hand. Violators of these provisions will be punished in accordance with the Customs Code.

The implementation of these new rules might be considered as part of the effort to formalize the Senegalese economy, however, the success of this initiative will depend on the effectiveness of control and implementation of the announced measures.
