– Today, an act came into force that restores supervision over NCBR to the Ministry of Science and Higher Education. This makes us very happy, because NCBR is an instrument that is supposed to connect Polish science with Polish industry and entrepreneurship. (…) I would like to confirm that today, in accordance with the law, I dismissed the director of NCBR and signed the appointment of a new director at NCBR. And this is the beginning of the changes that lie ahead of us – said Minister of Science Dariusz Wieczorek at a press conference on Thursday.

The new director of NCBR is prof. Ph.D. engineer Jerzy Małachowski, who thanked for the trust.

For my part, I promise, first of all, to analyze all the processes that are currently running. (…) These scientific entities to participate in the development and implementation of new technologies; because let us remember that the funds that are invested are intended to serve economic development – said the newly appointed director, prof. Jerzy Małachowski.

Prof. Ph.D. engineer Jerzy Małachowski is the dean of the Institute of Mechanics and Computational Engineering of the Military University of Technology. He specializes in areas such as computer methods of mechanics, biomedical engineering, and computational engineering.

During the press conference, the head of the Ministry of Science also said that there are serious allegations once morest NCBiR and that the center will require reorganization and restoration of credibility.

We will apply to Minister Siemnioniak to place this institution under anti-corruption supervision and take steps to verify its finances, announced Minister Wieczorek.

The head of the Ministry of Science and Higher Education assured that all irregularities detected by the new NCBR management will be immediately referred to the prosecutor’s office.

NCBR was established as part of the reform of the science system in Poland as an executive agency implementing the state’s scientific and innovation policy by implementing scientific research and development programs that are strategic for the state’s interests and determined by the Minister of Science. However, under the Act of February 9, 2022 amending the Act – Commercial Companies Code and certain other acts, supervisory powers over NCBR were transferred to the minister responsible for regional development as of August 1, 2022, despite maintaining the purpose for which it was established NCBR, i.e. implementation of tasks in the field of state science policy.

On February 20, President Andrzej Duda signed the amendment to the laws on higher education and the NCBR. Pursuant to it, supervision over the National Center for Research and Development was restored to the Minister of Science, and the rules for establishing commercial law companies by NCBR were clarified. The management of the Ministry of Science and Higher Education took over actual supervision of NCBR following two weeks of vacatio legis from the signing of the amendment to the laws by the president.
