– The overarching goal is that more people will have a good place to live, begins municipal minister Erling Sande (Sp) to NTB.
On Monday, a proposal will go out for consultation, which the government hopes will contribute in that direction. The municipalities must be given the opportunity to demand more from the developers behind new housing projects: That they must use housing associations as an organizational form, that a certain proportion of the homes must be offered as rent-to-own or sublet, and that a certain proportion of the homes must be rental properties .
The metropolitan municipalities are in demand
– It provides greater opportunities to regulate the housing composition. We have the impression that these are tools they want, says Sande.
He says that the metropolitan municipalities in particular have requested these measures, but also a number of smaller municipalities. The municipal minister hopes that the new homes can create more varied neighbourhoods.
– Can this be interpreted as setting in stone that the dream of owning your own home is beyond the reach of many?
– The housing market is demanding for many, we see that the proportion of owners is falling. The government wants more people to be able to own a home, but we must also have a well-functioning rental market.
Will not speed up housing construction
Sande also adds that shared tenancy and rent-to-own contribute to people potentially owning the home in the long term. Even if the new homes do not necessarily help speed up housing construction, he believes it will make it easier for people with different circumstances to find homes that suit them.
– The most important thing we can do to boost housing construction is to stop price growth and avoid further interest rate increases.
