Following the recommendations of the IGAS report on the DNS, its role and missions can be seen
clarified and reinforced by a decree published on May 15, 2023.
From 2019, the implementation of national governance of digital health has been a priority. Historically, France’s delay in the field of digital health is partly explained by the scattering of initiatives and the absence of a clear and shared strategy. This was the challenge of the axis of the digital health roadmap Ma Santé 2022.
Commissioned by the Minister for Health in April 2022, a mission from the General Inspectorate of Social Affairs (IGAS) delivered in September 2022 a progress report on the action and prospects of the ministerial delegation to digital health (DNS), pilot of the public policy of development and digital regulation in health.
This mission salutes a very positive assessment four years of action by the delegation, with a clear strategy, aligned players and concrete results, with unprecedented acceleration in this area. This corroborates the 2019-2022 “FAIT(S)” report published in August 2022 by the DNS.
She formulates several recommendations on the sustainability and the reinforcement of the DNS, within the social ministries, with the operators contributing to digital health as well as with the regions.
As a first step in taking these recommendations into account, a decree, published on May 15, 2023, comes create a lasting delegationat the rank of central administration directorate, reporting to the ministers responsible for health, social action and social security.
Il clarifies and reinforces the missions of the DNS at the service of public policy for the development and regulation of digital health. This concerns, for example, steering governance with all digital health stakeholders (patients, companies, professionals and establishments, operators, etc.), leading the definition of the applicable framework and methods to ensure compliance with this framework, the monitoring of public funding devoted to digital health, the responsibility, participation or support for certain digital health projects carried out by the public authorities, and the representation of the State in the governance of the Digital Health Agency (ANS).
The decree also confirms the role of the DNS in the development of the digital health roadmap. The DNS has been working for a year on the development of the new 2023-2027 roadmap “Putting digital technology at the service of health”, which was launched by the ministers on May 17, following a joint construction with all the players and a tour of the regions carried out at the start of the year.
In the followingmath, Hela Ghariani has been appointed, in the Council of Ministers of June 7, delegated to digital health. They are with Raphaël Beaufret, co-managers of digital health and continue their mission in a complementary pair operation at the head of the DNS.
These provisions give a new impetus at the DNSwhich will benefit from a broader and official capacity for action, in order to strengthen digital health, in France and in Europeat the service of patients and professionals, in close collaboration with all stakeholders: representatives of users, representatives of professionals and establishments working in the health, social and medico-social sectors, and representatives of digital health companies, as well as the various public bodies involved in digital health (Digital Health Agency, regional health agencies, health insurance, regional support groups for the development of e-Health, GIE SESAM Vitale, etc.).
