Some tobacconists should be able to sell cartridges to hunters in the territories from the start of next year, the Interior Ministry confirmed this Saturday.

“A cartridge… and cartridges!”: this is what we will undoubtedly soon be able to hear at the counter of certain tobacco shops.

The Ministry of the Interior indicated on Saturday November 25 that the certifications necessary to carry out activities peripheral to the profession of gunsmith would be “reduced” on January 1, 2024, opening the way to the sale of hunting ammunition by tobacconists.

An easier certification to obtain

Tobacconists “have already declared themselves interested in this new system through their confederation”, confirmed the ministry. Their territorial coverage “will not only limit travel for the acquisition of hunting ammunition, but also significant storage,” explains the ministry in a press release sent to BFMTV.

“For the sole sale of ammunition of categories C (mainly for hunting) and D (varied ammunition which is free for adults to acquire), it will be necessary to obtain only the new certification ‘exclusive sale of ammunition'” from January 1st, said Place Beauvau.

This certification, instead of the state gunsmith diploma or the gunsmith professional qualification certificate, will be issued “following passing an exam following adapted and targeted two-day training”, continued the ministry. .

It will then be necessary to obtain approval for the sale of ammunition from the prefect as well as an authorization to open a business, also issued by the prefect following consulting the mayor of the municipality.

A “relevant” idea for the tobacconists’ representative

The president of the Confederation of tobacconists Philippe Coy confirmed to AFP on Friday the existence of discussions between his federation, that of hunters and the Ministry of the Interior with a view to authorizing the sale by tobacconists of hunting ammunition early 2024.

“I find the idea relevant (…) because the network of tobacconists is the network of proximity,” he declared this Saturday, November 25 at the microphone of RMC.

“I am not entirely sure of an implementation on January 1, 2024, the objective is for the 1st quarter of 2024 to complete the offer of services in the territories”, added Philippe Coy, confirming that “the principle is recorded” and that “the procedures are being finalized”.

This measure emerged on Wednesday on the Chassons TV channel, during an interview with the head of the Central Arms and Explosives Service of the Ministry of the Interior Jean-Simon Mérandat.

“I am for it provided that it is aligned with Interprochasse and the gunsmiths,” reacted Saturday the president of the National Federation of Hunters Willy Schraen, contacted by AFP.

This “good” measure is well considered “in consultation with all the stakeholders concerned”, including gunsmiths and ammunition manufacturers, the president of the National Union of Hunting Game Producers Interprochasse told AFP on Saturday, Jean-Christophe Chastang.

The territorial network of tobacconists “will facilitate (…) access to ammunition for hunters”, he also assured.
