The same sources confirmed that the General Inspectorate of Territorial Administration is in the process of requesting accurate data from the National Automobile Company in this regard, noting that the inspectors have received reports and information about the exploitation of prepaid “pass” systems, which allow the use of motorways, by employees outside the legal controls to exploit cars. According to the aforementioned sources, preliminary data indicate that the concerned employees extracted these devices and installed them on their private cars, and through them they paid the costs of their trips between cities via the aforementioned roads, confirming that the small white devices installed on the fronts of the cars are filled up periodically as part of the operating costs and expenses of the cars. The same sources recorded that the ongoing research by the inspection services affiliated with the Ministry of the Interior extended to examining orders for tasks issued by public departments for the benefit of employees, and matching them with the paths of these tasks and the value of the expenses for using the “Pass” system, stressing that a number of departments were unable to provide information. With the aforementioned documents, due to the overlapping tasks of employees, especially those charged with inspecting the works and managing the books of conditions for the deals.

It should be noted that the cost of managing the state’s car park is estimated, according to official statistics, at 2.072 billion dirhams annually, according to what was stated by the Director General of the National Transport and Logistics Company during his visit to the House of Representatives, recording an increase in the number of the authority’s cars to 152,957 cars until 2019. Of these, 92 thousand cars are used by public administrations, 42 thousand and 647 cars are used by territorial communities, as well as 18 thousand and 383 cars are used by public institutions, while fuel topped the list of operating expenses for this park with more than one billion dirhams.
