The Ministry of Interior is currently working with many territorial groups to create and equip collective or regional quarantines for stray dogs and cats, which constitute a troubling problem in many Moroccan cities.

According to official data issued by the Ministry, the appropriations allocated to create and equip these quarantines in the various prefectures and regions of the Kingdom amounted to nearly 70 million dirhams by the end of 2023.

In response to a written question from the Progress and Socialism Group about the “phenomenon of stray dogs”, Interior Minister Abdelouafi Laftit confirmed that “the government sector in charge is working within the framework of its work plan extending between 2019 and 2025 to implement a program that concerns the creation of 130 collective health offices shared between the territorial communities, with the aim of making up for the deficit recorded in the communities that do not have this type of equipment.”

The government official confirmed that 1,244 groups belonging to 53 provinces will benefit from the program, whose total cost amounted to 1,040 million dirhams, while “the creation and equipping of quarantines for stray dogs and cats is one of its main pillars.”

In a related context, according to Minister Laftit, a draft memorandum of understanding was prepared with the French Pasteur Institute in order to benefit from its expertise in the field of managing the stray dog ​​phenomenon and monitoring rabies in humans and animals at the national level, noting that the draft protocol was presented to the concerned parties for signature.

On the other hand, since March 2024, the Ministry of the Interior has begun implementing the provisions of a partnership agreement with the Hassan II Institute of Agronomy and Veterinary Medicine (signed in July 2023), with the aim of “encouraging and developing scientific research in the field of combating stray dogs and rabies by vaccinating these dogs orally using food.”

The same source concluded that stray dogs are the main reservoir or carrier of many serious diseases such as rabies, stressing that combating them falls within the scope of the powers granted to the communal councils and their heads in the field of prevention and health preservation, which is why the Ministry of the Interior annually allocates credits to the benefit of the territorial communities to strengthen their capabilities, amounting to nearly 70 million dirhams, in order to purchase vehicles and equipment to collect and combat stray dogs and rabies.
