The Ministry of Interior announced that it has taken a set of measures aimed at enhancing its human resources in the Authority Men, in view of the pivotal role played by this Authority in embodying the existing concept of public service, as His Majesty, may God protect him, stressed the principles of public interest, integrity, spatial justice, and social cohesion, as well as in view of the permanent mobilization of members of this Authority in order to meet the needs of the citizen and keep pace with the path of comprehensive development that our country is experiencing.
This came in implementation of the royal instructions of His Majesty King Mohammed VI, may God support and assist him, which make “serving citizens, within the framework of the principles of equality, fairness in covering the national territory, and continuity in providing services” the primary mission of public administration.
According to a statement from the Ministry of the Interior, this concerns measures that fall within the framework of the annual implementation of the Ministry of the Interior’s strategy aimed at preparing and periodically identifying new generations of territorial officials in order to appoint them in the various prefectures and provinces of the Kingdom in order to lead change, keep pace with various development projects and improve the daily lives of citizens.
In this context, the Ministry of Interior has carried out a transitional movement among the ranks of the authorities, involving 592 of them, representing 23% of the total number of members of this body working in the territorial administration, after this movement was prepared through the application of a comprehensive 360-degree monitoring and evaluation system, based on a more valuable approach to human resources and more objective in evaluating performance, making the citizen a partner in evaluating performance.
By applying merit criteria and a comprehensive performance evaluation, this transitional movement resulted in promotions in tasks that included a total of 96 women and men in the territorial administration. The transfers also included men of authority who had spent, as a general rule, more than three years in the same prefecture or region, in addition to men of authority whose health or social circumstances required them to be brought closer to hospital centers.
In order to inject new blood into the wheels of territorial administration, during this transitional movement, new cadres graduating from the Royal Institute of Territorial Administration, numbering 124 male and female graduates, were appointed.
On the other hand, and in the context of motivating the men of authority to give more, and recognizing the great sacrifices they make during the various major events that our country is experiencing and during crisis management, and the noble tasks they undertake in service of the citizen, the work of the equal-member administrative committees specialized in this body resulted in the promotion of a total of 544 women and men of authority to higher ranks.
In parallel with these promotions and transfers, and within the framework of the ongoing efforts to improve the performance and status of authority agents, particularly by opening up prospects for promotion to the authority corps from the rank of deputy commander, the Ministry of the Interior organized a competition to select qualified candidates to enter the corps specializing in training deputy commanders at the Royal Institute of Territorial Administration. During this process, 133 authority agents were selected, who will undergo specialized training at the aforementioned institute that qualifies them, after their success and obtaining a certificate of completion of training, to be appointed to the duties of deputy commander.
The Ministry of Interior, guided by the royal directives, will always strive to establish an effective approach to modernizing the management of its human resources, with the aim of improving the performance of these resources, motivating them and directing them to adapt to national changes, absorb global developments, and contribute to addressing the development challenges facing our country.
The essence of this approach remains the keenness to strictly adhere to the standards of competence, merit and equal opportunities in assuming positions of responsibility, and its goal remains to advance the work of the territorial administration, according to an effective dynamic that puts the administration at the service of citizens, keeping pace with their needs and taking care of their interests, which His Majesty King Mohammed VI, may God assist and support him, has continued to emphasize on all occasions as the most successful way to support good territorial governance.
