Deputy Minister of Education and Training Nguyen Huu Do said that on the promulgation of policies and laws, the Ministry has issued Decision No. 2632 dated July 24, 2015 on the implementation plan of Resolution 88 of the National Assembly and Decision 404 of the Prime Minister. Prime Minister; promulgate 24 legal documents to carry out tasks and solutions for reforming general education curricula and textbooks.

From there, develop and promulgate the general education program; guide organizations and individuals involved in the compilation of textbooks; localities organize the compilation and appraisal of educational materials submitted by their localities; appraise and approve textbooks, approve local educational materials, promptly implement the new general education program according to the roadmap specified in Resolution 51 of the National Assembly.

The Deputy Minister said that the General Education Program 2018 with a fundamentally different approach from the 2006 General Education Program is an important premise to realize the goal of creating a fundamental and comprehensive change in the quality of education. general education, changing from a content-oriented program to a quality- and competency-oriented program.

The program concretizes the goal of general education, helping students master general knowledge, effectively apply knowledge and skills learned in life and self-study for life. In addition, students are oriented to choose appropriate careers, know how to build and develop harmoniously social relationships, have a rich personality, personality and spiritual life.

According to Chairman of the Committee for Culture and Education Nguyen Dac Vinh, an important new point in the new General Education Program is the shift from knowledge transmission to capacity development. Therefore, it is proposed that the Ministry of Education and Training clarify the transformation of the test method, testing and assessing competency according to this point of view, to ensure the improvement of education quality in accordance with the proposed orientation.

Vice Chairman of the Committee for Culture and Education Nguyen Thi Mai Hoa said that schools are currently implementing the transition of the old program to the new one in a rolling order, causing a break between the content of the program and the curriculum. the old curriculum at the lower grade level and the new curricula at the upper level, making it difficult for students to learn a new curriculum when they level up.

The Ministry of Education and Training needs to clarify solutions to help students supplement their knowledge, and at the same time help teachers have appropriate teaching methods to solve this problem.

Standing member of the Committee for Culture and Education Do Chi Nghia said that through field surveys, localities currently have different understandings in the use of textbooks. Therefore, there is a need to promote information and communication work to unify understanding and create consensus in society on this issue.

Delegates suggested that the Ministry should have a review to provide more complete data on the preparation of teachers for integrated subjects nationwide.

Concluding the meeting, Standing Vice Chairman of the National Assembly Tran Thanh Man asked the assisting team to summarize and fully absorb the opinions expressed at the meeting to complete the documents.

Coordinating agencies, including the Central Committee for Propaganda and Training, the State Audit, the Government Inspectorate, and the Central Committee of the Vietnam Fatherland Front, shall submit reports summarizing the contents related to the topic of supervision upon request. of the Supervisory Team to ensure timely progress.
