The situation of Treasury expenses and resources (SCRT) shows a budget deficit of nearly 37.3 billion dirhams (billion dirhams) at the end of October 2023, compared to -30.4 billion dirhams a year earlier, according to the Ministry of the Economy and Finance.
This development covers an increase in overall expenditure (+12 billion dirhams) greater than that of revenue (+5.1 billion dirhams), reports the ministry which has just published the SCRT of October 2023.
In detail, revenues recorded, on a net basis of tax refunds, reliefs and restitutions, an achievement rate of 81.2% compared to the forecasts of the Finance Law, compared to the end of October 2022. These revenues showed an increase of 5.1 billion dirhams or 2%, reports MAP.
Ordinary expenses stood at nearly MAD 241.9 billion, recording an achievement rate of 83%. Compared to the end of October 2022, this expenditure increased by almost 3.4 billion dirhams, covering, on the one hand, an increase in expenditure on goods and services (+10.9 billion dirhams) and interest on the debt ( +3.1 billion dirhams) and, on the other hand, a drop in compensation costs (-10.7 billion dirhams).
These changes in ordinary revenue and expenditure show a positive ordinary balance of MAD 12.1 billion, compared to MAD 10.4 billion at the end of October 2022.
Regarding investment expenditure, emissions in this respect reached 72.2 billion dirhams, showing an achievement rate of 79.3% and an increase of 14.3 billion dirhams (+24.7%) compared to the same period of the year 2022.
The ministry also indicates that the Treasury’s special accounts generated a surplus balance of nearly MAD 22.8 billion, compared to MAD 17 billion at the end of October 2022, including a surplus of MAD 13.9 billion from the Special Fund for managing the effects of the earthquake. earth.
The resources of the Treasury’s special accounts take into account an amount of MAD 6.9 billion corresponding to the product of the Social Solidarity Contribution on profits and income, allocated to the Support Fund for Social Protection and Social Cohesion, once morest 6.6 billion dirhams a year ago.
The SCRT is the statistical document that presents the results of the execution of the LF forecasts with a comparison with the achievements of the same period of the previous year.
