RESPONDING to news circulating among the public regarding restrictions on the operation of Madura stalls in Klungkung, Bali, the Ministry of Cooperatives and SMEs (Kemenkop UKM) emphasized that it has never prohibited Madura stalls from operating 24 hours.
This was conveyed by the Secretary of the Ministry of Cooperatives and SMEs (Ses Kemenkop UKM) Arif Rahman Hakim in an official statement, Saturday (27/4).
His party has reviewed the Regional Regulation (Perda) of Klungkung Regency Number 13 of 2018 concerning the Arrangement and Development of People’s Markets, Shopping Centers and Supermarkets, and concluded that there were no regulations specifically prohibiting Madura stalls from operating 24 hours.
“In this Regional Regulation, regulations regarding operational hours actually apply to modern retail businesses, minimarkets, hypermarkets, department stores and supermarkets, with certain operating hours restrictions,” said Arif.
The Ministry of Cooperatives and SMEs, he continued, will immediately ask other regional governments for further explanation regarding the discourse on limiting the operations of Madura stalls.
“We will also evaluate regional policies that are counterproductive to the interests of micro, small and medium enterprises (MSMEs),” said Arif.

He then denied that the Ministry of Cooperatives and SMEs was biased towards minimarket entrepreneurs or other large businesses. The Sesmenkop UKM claims that his party will continue to protect MSME business actors from the threat of expansive modern retail.
“We continue to strive to provide various conveniences, protection and empowerment for MSME players. “This has been stated in Government Regulation (PP) Number 7 of 2021,” said Arif.
One of the mandates of the PP explains that every ministry/institution and regional government has legal aid and assistance services for MSME actors which include legal distribution, legal consultation, mediation, and preparation of legal documents.
These legal aid and assistance services can be accessed by MSME players who feel disadvantaged.
