In addition to stipulating that the public can only report violations listed in Article 7-1 of the Road Traffic Regulations, the public will also report minor violations. It is clear that persuasion can be used instead of reporting, and side-by-side parking can be included in continuous reporting, etc. The goal is to be implemented in the first half of this year.

Lin Fushan, Director of Highways of the Ministry of Communications, said that following the parent law of the Road Traffic Regulations is passed, there will definitely be some sub-laws to be revised, including the details of the actual implementation, the benchmark for fines, etc. The relevant procedures are currently underway, and the follow-up will follow the road following completion. Submission to Article 93 of the Ordinance for planning, and the proposed implementation date shall be determined by the Executive Yuan by order.

First, the public was only allowed to report 46 violations listed in Article 7-1, Item 1 of the Road Traffic Regulations, including drivers who did not wear helmets and held hands while driving. Using a phone, holding a cigarette, lighting a cigarette to affect others, illegally overtaking, entering a car, running a red light, or crossing a level crossing; failing to change lanes as required, failing to use road shoulders as required, and discarding items, wheels or tires while driving Rubber peeling, etc.

The biggest report case every year is to report illegal parking. This time, it is decided that the report can only be reported at intersections, pedestrian crossings, sidewalks, within 10 meters of bus call stations, and within 5 meters of fire truck entrances and exits, which seriously affect traffic safety and order. illegal parking;

In addition, the Ministry of Communications has revised the penalty standards and some provisions of the handling rules, especially for cases that do not seriously endanger traffic safety and order, and the circumstances are minor, they can also be persuaded when they are reported, and they are exempt from reporting. The Ministry of Transportation said that minor violations should not be checked by the police or reported by the public. In addition, the Legislative Yuan paid special attention to this matter when it revised the law last year, so this time it was stipulated in the sub-law.

However, following the revision of the future regulations is officially implemented on the road, among the 46 traffic violation items listed on the front that the public can report, only motor vehicle drivers driving on the road, holding cigarettes, smoking or lighting cigarettes, which affect the driving safety of others are considered to be It can be persuaded not to report the case; the Ministry of Communications stated that if the violations of other reportable items are unavoidable to avoid unexpected situations and objective specific facts, the regulations that can be persuaded not to report are still applicable.

In the current road traffic regulations, it is not possible to continuously report side-by-side parking violations by walking. This time, the second paragraph of Article 56 of the road traffic regulations is included in the continuous reporting state. If there are side-by-side parking violations in the future, and the driver , car owners, car dealers, and car repairers who are not present or fail to dispose of their cars can report once every 2 hours. The Ministry of Transportation said that although it can be reported continuously, it is still more appropriate to recommend that the public directly call the police and tow the offending vehicle away from the scene.

The Ministry of Communications stated that at present, the sub-law has been officially announced for revision, and the notice period is 60 days. After the follow-up notice period expires, it will look at the opinions from all walks of life to assess whether the sub-law still needs to be adjusted. After the procedure, submit the proposed implementation date to the Executive Yuan.
