The Minister of National Education, Preschool and Sports, Chakib Benmoussa, issued Decision No. 24-077 dated July 22, 2024, specifying the end-of-school-year holiday to benefit from the annual leave granted to employees of the Ministry in charge of National Education.
The decision was made based on Royal Decree No. 1.58.008 issued on Shaaban 4, 1377 (February 24, 1958) regarding the general statute of the civil service, as amended and supplemented, and Decree No. 2.24.140 issued on Shaaban 13, 1445 (February 23, 2024) regarding the special statute for employees of the Ministry of National Education, particularly Article 71 thereof.
Article 1 stipulates that employees of the Ministry of National Education referred to in the aforementioned decree shall benefit, at the end of the school year, from an annual leave of one month, granted to them during the period specified by a decision of the Minister of National Education, Preschool and Sports.
As an exception to the provisions of Article 1, Article 2 allows teaching staff, educational inspection staff, educational specialists, social specialists, and educational guidance staff to benefit from more than a month during the end-of-school-year holiday, except for those assigned administrative tasks in education and training institutions, or in the central services of the Ministry, or in the regional academies of education and training and their affiliated regional directorates.
Teaching staff at various educational levels, educational specialists, social specialists, and educational guidance counselors will benefit from the annual leave starting from the date they sign the exit reports at the end of the school year, according to Article 3 of the same decision.
According to Article 4, the educational administration and management staff, the inspection, supervision, monitoring and evaluation staff, and the educational planning consultants, as well as the rest of the employees performing their duties in public education institutions, will benefit from the annual leave after completing all operations related to the end of the school year and the arrangements related to the next school year, and signing the exit reports.
Article 5 of the decision stipulates that executives performing administrative and technical tasks in the central departments of the Ministry, or in the regional academies of education and training, or in the regional directorates affiliated with them, or in the institutions for training senior executives affiliated with the Ministry, shall benefit from the annual license stipulated in Article 1 above, by decision of their hierarchical superiors after the concerned parties submit a request on the subject and their direct superiors approve it.
Article Six stressed the necessity of taking into account the requirements of the above articles, and the administration’s keenness to ensure the minimum level of attendance during the end-of-school-year vacation, as Article Seven stipulated that the aforementioned decision would come into effect from the date of its signing, i.e. starting from July 22, 2024.
