The Minister of National Education comments on the controversy over the increase in fees for private education institutions.

The Minister of National Education, Preschool and Sports, Chakib Benmoussa, confirmed that Moroccan law does not allow his ministry to interfere in determining the fees imposed by private education institutions.

In a written response to a question from the Progress and Socialism Group regarding monitoring study fees and the quality of education in private institutions, Benmoussa stressed that determining the fees and fees applied in private educational institutions remains subject to the principle of supply and demand, adding that “Law No. 06.00, which is the basic system for private school education, does not give the ministry the authority to intervene in determining the fees imposed by these institutions,” noting that “this matter is subject to the logic of supply and demand and the quality of services desired by parents.”

The Minister of National Education, Preschool and Sports added that tuition fees are determined by educational institutions based on the quality of services provided, and that this determination is framed by the Law on Freedom of Prices and Competition.

He stressed that his ministry intends to develop mechanisms to grant the quality mark to private educational institutions, with the aim of enabling families to view the performance of each institution and choose the best for their children.

The government official pointed out that the report issued by the Competition Council stressed that price freedom is one of the basic pillars of competition within the private education market, considering that this system ensures the diversity of educational services and the development of their quality, and encourages investment in this sector.

He explained that the Ministry seeks to ensure transparency in the relationship between private education institutions and parents by adopting a model contract that regulates the relationship between the two parties.
