Dr. Reda Hegazy, Minister of Education and Technical Education, approved the ministerial decision to determine fees, fines, subscriptions, and in return for additional services that are received from school students, in various stages of general and technical education for the academic year 2023/2022..
The decision stipulates that students of schools at all educational levels shall collect fees, fines and subscriptions, and in exchange for student services and activities that lead to them, and it is not permissible to collect any other type of fees, fines, subscriptions, or in exchange for additional services in a manner other than what is indicated in this decision..
The decision stipulates determining the expenses of subscriptions and in exchange for additional services and student activities from male and female students of schools at all different educational levels as follows::
305 Pounds for grades from kindergarten to fifth primary.
205 Pounds for grades from the sixth primary to the third preparatory.
520 EGP for the first year of secondary school
505 Pounds from the second grade to the third year of secondary school.
220 EGP for the first technical secondary grade of all types and systems (3-5) years.
205 Pounds for the rest of the technical secondary education classes of all kinds and systems (3-5) years.
The Ministry stated that the fees, subscriptions, additional services and student activities referred to in this article will be paid by students of schools at all different educational levels in three installments (the first installment in October 2022 – the second installment in January 2023 – the third installment in March 2023), in the account of a support fund. Financing, managing and constructing educational projects, through contracted electronic collection outlets, and post offices throughout the Republic according to the student’s national number..

The Ministry indicated that the payment of subscriptions, additional services, student and educational activities, and the aforementioned fees shall take into account the following::
– The additional fee shall be paid on the application for admission to general secondary schools, technical secondary schools (the three-year system), technical schools (the five-year system), and industrial supplementary studies, as well as to students applying from abroad at the expense of a fund for the support, financing, management and construction of educational projects.
– The additional fee is obtained for students applying for admission for the first time to classes other than the first class, such as those returning from abroad.
– The fees for general examinations shall be paid by students applying for the first round only, taking into account that no fees are collected when holding the examination for the second round.
– An amount of (500) pounds shall be paid from each male and female student in service classes (general secondary), and (100%) shall be paid in favor of the Fund for Support, Financing, Management and Construction of Educational Projects.
– An amount of (300) pounds shall be paid from each male and female student in service classes (technical secondary), and (100%) shall be paid in favor of the Fund for Support, Financing, Management and Construction of Educational Projects.
The ministry explained that for a foreign student who enrolls in an official educational school of both types (Arabic – languages), he pays three thousand pounds for each year of study, in addition to fees, services, subscriptions, and student activities stipulated in Article Two of this decision. The International Students Department pays the tuition fees for the student enrolled on a scholarship, and attached to public and official schools and Arabic language classes only for the benefit of a fund for support, financing, management and construction of educational projects. Support, financing, management and construction of educational projects, provided that they are paid in full immediately upon enrollment in school, through contracted electronic collection outlets, and post offices throughout the Republic, according to the student’s national number..
And the decision continued, students of international certificates wishing to take the exam for national subjects in general secondary pay an amount of (1500) pounds in exchange for exam materials and supplies for each subject, in favor of a fund for support, financing, management and construction of educational projects, through contracted electronic collection outlets, and post offices throughout the Republic. According to the student’s national number.
The decision stipulated the categories exempted from paying subscriptions, in exchange for additional services, and student activities scheduled in schools at various educational levels, according to the statement approved by the General Administration of Information Systems and Decision-Making Support in the Ministry’s General Office, which are:
1. Categories stipulated in Ministerial Resolution No. (45) of 2020.
2. Sons of the martyrs of the January 25 revolution.
3. Children of families benefiting from the social security pension, aid, and pensions provided by the Ministry of Social Solidarity, from students of public schools of all kinds, following submitting an evidence to that effect..
4. The students are orphans.
5. Students enrolled in social care homes.
6. Children of single breadwinners, abandoned breadwinners, divorced women, children of the blind, people with special needs, children of people with special needs, and children of newly released males who are unable (without stable income) following conducting a social research.
7. Children of the injured in the revolution, following submitting documents proving that.
8. Students of Halayeb, Shalateen, and Abu Ramada schools (in the Red Sea Governorate), North Sinai schools, students enrolled in North Sinai schools, and attached to schools in other governorates.
9. Students of special education schools, one-room schools, community education schools, girl-friendly schools, child-friendly schools in difficult circumstances, and literacy students attending school.
The decision also stipulated that no amounts may be collected from students under any name without the approval of the Minister of Education.
