New territories
On September 30, Russian President Vladimir Putin and the heads of the DPR, LPR, provisional administrations of the Zaporozhye and Kherson regions signed treaties on the entry of regions into Russia.
These treaties must be ratified by the State Duma and the Federation Council. It was reported that the Duma would meet for an extraordinary meeting on October 3, and the meeting of the Federation Council was to be held on October 4.
Also, the documents must pass the examination of the Constitutional Court of the Russian Federation. In the end, the decision to join the Russian Federation of new territories must be finally assured by Vladimir Putin.
Salary increase
In October, the wages of employees of state institutions, as well as civilian personnel of military units, should increase by 4%. From October, the government will be able to include sanctioned public procurement participants in the list of customers for whom closed competitive methods for determining suppliers are used. The same rule will apply to the procurement of innovative and high-tech products, medicines.
Restriction of online transactions
Citizens will be able to independently set a ban on online banking transactions (for example, transfers or online lending), as well as limit the maximum transaction amount. You can cancel this ban at any time.

New VAT payment rules
If electronic services are provided by foreign suppliers to organizations and individual entrepreneurs, then the latter will begin to pay VAT as tax agents. When providing electronic services to individuals, foreign organizations continue to calculate VAT on their own.
Electronic driving license
From October 1, it will be possible to present a driver’s license electronically. The service will be launched through the State Services Auto application. The presence of a certificate in paper form is still mandatory, a complete replacement with an electronic format will become possible following amendments are made to the SDA.
New OSAGO rules
Since October, OSAGO rules have been changing in Russia. Now, in the event of an accident, it will not be necessary to report this to the insurance company, collect data from eyewitnesses, write a statement in order to receive the results of the examination. There is no item on the collection of eyewitness data to report an accident in the new edition of the rules.
To receive the data of the examination organized by the insurer, you will need to select a communication channel – e-mail, the office of the insurance company or the personal account of the OSAGO user. Information upon completion of all procedures will come there automatically.
At the same time, previously, the car owner did not have to notify the insurance company of the change of ownership, unless he intended to receive compensation for the unused period of insurance. The list of benefits that can only be received on the Mir card will be replenished from October. It will include payments to low-income citizens, which are established by the law “On State Social Assistance”, subsidies and compensation for the cost of housing and utilities, annual payments to honorary donors.
