“The Lyon CRA: Uncovering the Dehumanizing Conditions of Detention for Foreigners in France”

Inaugurated ten months ago by the Minister of the Interior, Gérald Darmanin, the new administrative detention center (CRA) in Lyon, located not far from Saint-Exupéry airport, is a pilot site intended to be duplicated on the whole national territory.
The President of the Bar of Lyon, Marie-Josèphe Laurent, accompanied by elected officials, made an unannounced visit to the Lyon CRA on April 14 to check “all the reports that [leur] had been made”, assures the president.

“It’s worse than prison. It feels like retention is there to punish. Everything is anxiety-provoking, even for the police and the workers, ”explained Me Laurent, during a press conference on Tuesday, before speaking of “dehumanization” of the detainees.

The Lyon CRA is intended for detainees who have access to various rights.
But, “the conditions of detention resemble those of detention (and) the situation deteriorated following the visit of the Minister of the Interior”, noted the chairman.
“There is an obligation to organize activities to occupy the detainees. 98% tell us there is none. Food rations are considered insufficient by 88%. Victims of violence: 33%, Victims of rape: 15%, Witnesses of violence: 70%”, noted Me Couderc, lawyer specializing in foreigners’ rights in a report broadcast on France 3.
