Last year’s elections were unprecedented in Córdoba, because the winning governor lost the Court of Accounts. That was left in the hands of leaders led by Luis Juez.

–Did the Court of Accounts become “a machine of prevention”, as the government says?
–Nothing to do with it, quite the opposite. The time and delay that existed with the files has been reduced. Before, it took 38 days, in previous years when Peronism was in charge of the Court. Now, by law… by that law that they passed on November 27 before we took office, it takes 15 days.

–The Court carries out a control before and following. When you talk regarding the deadline, are you referring to the previous step, before the expense is made?
–Before you can make the expense, we have to authorize it. When we won the Court, a whole issue was unleashed wanting it not to be investigated further, not to be controlled. A whole structure so that the Court no longer controls. For example, the entire political staff that was there before, and that should have left when we came in, were appointed in contests. They left them as directors, area advisors, etc. That was one. And another was the law that I mentioned, and that imposes a period of 15 days on us to obtain the files. And there are also some issues that we cannot see, such as insurance-related files. An issue like in the case that was reported by former President Alberto Fernández. In Córdoba, we cannot know how much insurance is paid or if there are intermediaries.
–Are you sure of what?
–All insurance that the Province contracts for people, for property. We can’t see them. Reserved expenses were also created that did not exist before, and we cannot see them either.
–What type of file have they rejected so far?
–For example, those that are global. They don’t say who they hire, how much they hire. Files that have important figures, 1,750 million or 1,100 million (pesos). They are going to hire but they don’t know how much, how… What do we say? All files must comply with the law. It’s something normal.
–And what does the Province tell you when you ask it?
-We are not getting a response, but we hope to have one. The response historically was that these files were approved. But how are they going to be approved without knowing anything? We are talking regarding public money. If you have to make an expense, you have to bring an invoice, saying who you bought it from, for what, and the amount. And with public money for this, in some cases, the State is not doing it.
–The Province spoke regarding sensitive issues that, they say, are blocked. One is the information campaign on dengue. You can’t do an awareness campaign, he says.
–I leave you a file where, one or two weeks ago, we approved the advertising. The files are coming out. The only condition we set is what the laws establish: that they tell us who they hire, for what amount. It’s the basics. I’m not saying it, the laws say it. I agree: most of the files are coming out. What is being sought is to remove the power of control from the Court. I understand that they are uncomfortable, that it hurts them, it bothers them; I understand that 25 years ago there was no talk of the Court because the files were published and nothing was observed. I notice they are nervous regarding this circumstance. But what we are doing is taking care of public money. Therefore, what is good is approved and what is bad is observed.

–There are those who see Luis Juez behind this. Is the Court of Auditors a political bastion for the future?
–In the Court we see absolutely technical issues, framed in the laws that are in force. Therefore, giving it such a level of importance, that we are hindering, that they cannot do anything in the Government, seems to me to be due to other reasons. Maybe they don’t have the money to pay the debts they want to take on and they blame the Court. Let them stay calm…
–Is the Government trying to block the Court so that the expense is not approved, and thus not do it? As an excuse?
–They are using it as an excuse. But we want to bring peace of mind, especially to taxpayers, to those who pay their taxes. We are controlling so that these files that are wrong, in which it is not identified what is going to be purchased, cannot be released.
Office hours
–Can you give us numbers of how many files are entered per day, and how many are endorsed?
–On average, between 50 and 70 enter per day. Before they didn’t have time for approval, so it took longer. Now, as our deadlines have been shortened, we have a significant workload. But, don’t worry: we are taking care of the money of the people of Córdoba.
–Of these between 50 and 70, how many of them approve within the expected deadlines?
–90, 95% are approved. Those that don’t, coincidentally, are the most important files. For example, for redeterminations… In that case, the deadlines have increased but by an Executive decree.
–Updating budgets for a work, for example.
-Because of inflation. Before, in the Executive it takes 30 days. Now, due to a decree, they went from 30 to 75 days. Meanwhile, in the Court we reduced the deadlines to less than half, they more than doubled the amount. What we do is observe. For example, we have requested information because we know… we knew that public works in Córdoba, in some circumstances, are more expensive than what is paid in other provinces, or at the national level. For example, a file came in in which they asked us for 4.4 billion to build 3.6 kilometers. A 20-page file, when everyone comes with 2,000 pages. Well, we ask them for the work certificates, what they are going to do, how they are going to do it, the degree of progress of those works. The basics to be able to approve it. These issues used to happen indiscriminately.
–Don’t they have control over subsidies either? The governor gives that money and you find out later?
–We can’t see that issue either. Before, they might because they entered the Court of Accounts. But since there is now the opposition, they cannot be seen anymore. Thus, we Cordobans do not know who they give them to. Many are non-refundable.
–Does the law propose that they no longer be controlled?
–We no longer have control over these issues.
–Do you have human and technical resources for the review?
-Yes Yes. But as the days slow down, we would need more people because the technical areas are crowded. The same with us, because we have peremptory deadlines to meet. But we continue to see and put emphasis on public works because we have detected, many times, overpricing. Something we knew regarding…
–If you detect an overpricing, what do you do: go to court, ask for a report?
–As this is preventive, they have to send us the files before the expense is made. It would not be a crime because we stop the file before it is consumed.
–From what you have seen so far, are the files more incomplete, derived from a long-standing culture of having a majority, or do you see signs that there may be corruption?
–These global files draw our attention where it is not said at what price it is contracted, what is going to be contracted. If you make an expense at home, ask for proof. Well, if that’s how it is with private money, imagine it with public money. We suspect that this is an important corruption niche. Therefore, we are objecting to these files or we are asking for an explanation. Not to mention the reserved expenses they created now. There are three ministries that can exercise them. That used to go through the Court.
–What are the ministries?
–Government, Justice and the Police.
