In the Encuentro interview with Julio Villagrán, the vice chancellor of social projection of the UCA, Omar Serrano, expressed that currently political scientists classify El Salvador as a hybrid regime, which has democratic elements combined with authoritarian elements, these elements were demonstrated in this year’s elections.
“People from the current administration have said that they were clean, transparent and equitable elections, we all know that was not the case, the supreme electoral court did not comply, we were left to owe it”says Serrano.
For the vice chancellor, the Salvadoran nation is in an economic crisis where it is estimated that almost two million people have food security problems and extreme poverty is on the rise.
“The current president promises to make a new history but the situation of the people has not changed, extreme poverty is worsening, the country has not changed at a structural level”says Omar Serrano
Currently El Salvador is dependent on the remittances sent by Salvadorans abroad, in addition the country is becoming an economy of services and consumerism, but the government is not working to improve the economic situation, instead it is promoting a constitutional reform.
“The legislative Assembly is called to make the constitutional reform, not the executive, the executive branch is the one that has promoted the reform and probably the executive branch is the least empowered and indicated to promote the reform of the constitution… even if there were a Constituent Assembly the “Stone articles cannot be touched, that was agreed, there is a prohibition in the constitution to change those articles”highlights the vice-rector of social projection of the UCA
Finally, the vice chancellor mentioned that with the emergency regime the majority of the population does support it despite being aware of the rights that are violated, but the use that has been given to this measure is to carry out political persecution.
“It has been proven that the emergency regime was to persecute political opponents”says Omar Serrano.
