The KPU’s contract with Alibaba does not automatically violate the law – 2024-03-20 02:47:06

THE CONTRACT entered into between the General Election Commission (KPU) and the Chinese technology giant, Alibaba, does not necessarily indicate a problem or violation of the law. This was admitted by the Chairman of the Constitutional Rights Advocacy Foundation (Yakin) Ted Hilbert, the party who dragged the KPU to the Central Information Commission (KIP).

According to Ted, the KPU entered into a contract with PT Alibaba Cloud Indonesia through a tender process. Alicloud Indonesia itself has three data centers in Indonesia, two in Central Jakarta and one in Cikarang. He said that all data centers had been certified by the Ministry of Communication and Information.

“This means, it could be that all the servers are in Indonesia and everything is fine. As for the actual location of the KPU servers, we have to wait for the results of the trial,” said Ted to Media Indonesia, Saturday (16/3).

Disclosure of information regarding the KPU’s contract with Alibaba is one of three disputes submitted by Yakin to KIP. Two other disputes, namely requests for information regarding raw election real count data and final voter list (DPT) data as well as election results since 1999.

Ted revealed that the contract between the KPU and Alibaba Cloud was published on the KPU’s General Procurement Plan Information System (SIRUP) on the Government Goods/Services Procurement Policy Institute (LKPP) page using the keyword ‘cloud’.

The name of the package stated in the contract is Procurement of Cloud Election Applications for 2024 with IDR 15 billion sourced from the 2024 Fiscal Year APBN.

Based on the job description, renting cloud services is intended so that election services in 2024 as well as a number of KPU websites can continue to run in the event of a disaster, fire, hardware failure, human negligence and hacking.

The KPU websites are Sidalih, Sipol, SIlon, Siakba, Sidapil, Silog, Sikadeka, Sikum, Satu Peta Data, E-Coklit, Sirekap, and Voter Report which are located at the RI KPU Data Center. (Tri/Z-7)
