Assessments of deputies following the prime minister’s report shed light on the intrigue with the new composition of the Cabinet
The State Duma has decided on the future composition of the Cabinet of Ministers based on the results of four years of work of the current government and the report of its chairman Mikhail Mishustin to the State Duma on April 3. This is how experts interviewed by URA.RU interpret the Prime Minister’s speech to deputies and their assessments of the Cabinet’s activities. According to the agency’s interlocutors, the government’s results show that the bulk of its current team will largely remain.
The head of government spoke regarding the high results in various sectors of the country, assigning a special role to the economic component. Budget revenues for 2023 have grown to almost 30 trillion rubles, the volume of investments has increased, and the country is becoming less dependent on raw material exports, Mishustin said. And unemployment, thanks to economic development and incentives, has almost halved by 2023.
“Russia has successfully passed the difficult period of initial adaptation to sanctions <…> “At the end of last year, according to preliminary estimates from Rosstat, gross domestic product increased by 3.6%, which is more than twice as high as the average for developed countries,” said Mikhail Mishustin, “and the level of public debt was 17%, which is much lower than the indicators in Western countries.”

After the prime minister’s monologue regarding GDP growth and other achievements, representatives of the factions moved on to questions. In them, they not only noted the effectiveness of the Cabinet of Ministers, but also drew attention to existing problems. For example, the leader of the Communist Party of the Russian Federation Gennady Zyuganov positively assessed the work of Mishustin’s cabinet, but actually argued regarding the level of salaries of Russians: “…It is impossible to live on 20 thousand rubles.”
“I can show you the calculations,” the prime minister retorted. — We know this from employers, we know every figure. What employers pay, payments to defense enterprises, participants in special military operations – they are all taken into account. Therefore, the average salary is 73 thousand and kopecks.” According to government statistics, the growth of real incomes of Russians in 2023 was 5.6%, “nominal wage growth was 14%, and real wages increased by 7.8%.”
The leader of the LDPR faction, chairman of the international committee Leonid Slutsky also recognized the government’s work on economic indicators as successful. In turn, Andrei Makarov, head of the State Duma Committee on Budget and Taxes from United Russia, noted that the GDP growth rate of 3.6% today is the main result of the difficult period for Russia. The leader of “New People” Alexey Nechaev continued that there are “very important and good” results of the work of the Cabinet of Ministers, pointing to an increase in profits in the corporate sector. The achievements under extreme conditions were also appreciated by the deputy of the “A Just Russia – For Truth” faction, Alexander Babakov, who supported the Cabinet of Ministers in changing the socio-economic course of Russia.
Discussing plans for the future, parliamentarians hinted at retaining the core staff of the Cabinet of Ministers and Mishustin himself as prime minister, according to experts interviewed by URA.RU. At the same time, he dispelled the intrigue of recent months: “We should not expect a change in the prime minister.”

According to Andrei Serenko, director of the Analytical Center of the Russian Society of Political Scientists, Prime Minister Mishustin is “one of the few positive Russian officials and politicians.” “Given Mishustin’s consistently high popularity and trust ratings, in addition to his official duties, he actually also plays the role of the country’s chief psychotherapist. After a significant increase in social anxiety in March due to the recent terrorist attack at Crocus City Hall, Russian public opinion needs emotional stabilization. And Mishustin completely coped with this task today,” the political scientist explained. Deputy Dean of the Faculty of World Economy and International Politics at the National Research University Higher School of Economics, political scientist Andrey Suzdaltsev, also agrees with Mishustin’s prospects for retaining his post.
The first deputy chairman of the State Duma Committee on Economic Policy, Denis Kravchenko, expressed high praise for the results of the work of Mishustin’s team to URA.RU. “Despite sanctions pressure from Western countries, our country was not only able to stabilize the situation, but also achieve positive economic growth indicators and increase direct investment in the economy. Our Western antagonists are already calling the results achieved over the past year the “Russian economic miracle.” This is another indicator of the government’s effectiveness,” the parliamentarian said.
Serenko also expressed the opinion that the prime minister successfully complemented the presidential narratives regarding the future contained in the address to the Federal Assembly. The idea of future joint plans was supported by Deputy Kravchenko: “Today we heard a number of new breakthrough initiatives that are designed to continue the policy of accelerated socio-economic development of individual macro-regions of the country. In particular, as was announced today, it is planned to implement the mechanism of a free economic zone in the territories bordering Ukraine. This proposal is timely in the current conditions, and therefore I am ready to join in the work to expand it.”
