The importance of modernizing and streamlining control over the powers of the State

In recent days we have witnessed a public and parliamentary debate focused on one of the most democratic institutions that we in Córdoba have: the Provincial Court of Accounts.

As is known, last Wednesday, the Legislature of Córdoba approved law No. 10,930, which established a set of operating rules for the Provincial Court of Accounts, in accordance with article 127 of the provincial Constitution.

As a result of this initiative, various debates were held that enrich us as citizens and contribute to thinking and rethinking the future of the institutions that we in Córdoba have in their operation and the changes that new paradigms demand.

With its 100 years of history, the Court of Accounts of Córdoba has taken on the challenge of updating and comprehensively modernizing the organization. Improving procedures in dialogue with new technological tools has been the horizon that the Legislature of Córdoba sought to address through the approved regulations.

The aforementioned project arose from the need to adapt legislation from the ’80s to the advance of information and communications technologies of the 21st century, under a model of simplification and modernization of public administration.

Furthermore, I consider it important to highlight that the project was proposed as a regulatory adjustment of the action protocols that have already been carried out for more than two years under resolution 180 of 2021.

In this way, I emphasize that the law provides greater legal certainty to the procedures that the Court of Accounts already carries out on the three powers of the State.

As president of the project’s driving block, I am interested in emphasizing that the modifications introduced are not only intended to modernize but also make more efficient the practices of this organization.

We Cordobans should know that the provincial Court of Accounts is one of the few that at the national level has a system of preventive and subsequent control of expenses in State procurement and one of the courts with the highest level of institutional quality.

Hence, the streamlining of the control system is another of the aspects incorporated, so that preventive visas are issued within a reasonable time and the files do not “go dormant.”

I believe that the State and its institutions are being transformed in accordance with the democracy of the 21st century in which citizens expect effective responses that go at their own pace. Faced with this challenge, our duty as legislators is to seek superior solutions.
