The strategy implementation plan aims to ensure proper involvement of society and institutions – to strengthen society’s determination to defend the state, resistance to modern security threats, and to provide an opportunity to acquire knowledge and practical skills necessary for the implementation of civil resistance.
“We believe that during the first period of implementation of the plan, we will achieve a leap in informing the public about how to behave in emergency situations, and strengthen the attitude to resist by peaceful means or weapons. Also, the Civil Resistance Council will be established – a mechanism for sustainable cooperation with society. This plan is a set of concrete steps that will create a breakthrough in the preparation of society. We must understand that the defense of the state is the responsibility of each of us,” says Minister of National Defense Arvydas Anušauskas.
The strategy of preparing citizens for civil resistance will be implemented in three phases: 2023-2025, 2026-2030, 2031-2035. A separate plan of measures will be prepared for each of the stages. Today, the Government of the Republic of Lithuania approved the 2023-2025 the plan.
2023-2025 more than 40 measures will be implemented to strengthen public education about security threats, youth education, mobilization, civil resistance, civil defense training, cooperation of institutions with the public. By implementing the measures, we will aim to ensure their accessibility to as many different groups of society as possible.
As early as this autumn, the online mobilization and civil resistance training platform “Mobilization School” will be presented to the public, which will constantly update detailed information about the role of citizens in an emergency, state of war or mobilization, as well as material on how to contribute to unarmed defense. And for 9th grade students, the defense course will become mandatory.
2023-2025 A total of about 114 million is expected to be allocated for the implementation of the national agenda implementation plan. Eur. (2023 – EUR 32 million; 2024 – EUR 39 million; 2025 – EUR 43 million).

**Interviewer:** There’s a mention of a Civil Resistance Council in your strategy. Could you elaborate on its role?
**Minister Anušauskas:** The Civil Resistance Council will be vital in fostering sustainable cooperation between our government and society. It will serve as a platform for dialogue and collaboration, ensuring that our citizens have a voice in national defense strategies. This council will help strengthen community engagement and resilience against modern security threats.
**Interviewer:** The strategy has phases extending into 2035. Why is this long-term approach necessary?
**Minister Anušauskas:** The nature of modern threats requires us to adapt continuously. By dividing our strategy into three phases, we can systematically build our capabilities and societal readiness over time. Each phase will develop specific measures tailored to our evolving security landscape. We believe that a sustained effort will yield the best results in preparing our citizens for civil resistance and defense.
