The lack of resources and staff within the justice system is particularly pointed out to partly explain the lack of follow-up of Abdesalem Lassoued. In the various public prosecutor’s offices in the country, the files are not yet digitalized, everything is done in paper version.
The files are classified in large cardboard folders that are more or less tidy. It was in one of his folders that Abdesalem Lassoued’s file was placed, then forgotten.
“Currently, we can compare this a little to the Middle Ages, except that the files do not come on horseback. But, otherwise they are papers with carts, with files which can get lost in underfolders, etc. It’s still complicated to manage”confides Denis Goeman, judge at the Brussels Court of First Instance.
A lack of staff has long been denounced
Daily management, each business creates a new folder that must be stored in the parquet cabinets. However, even if Abdesalem Lassoued’s file had not been lost, his extradition would probably not have been granted, as the federal prosecutor, Frédéric Van Leeuw, explained this morning on Bel RTL.
The Brussels public prosecutor’s office has been understaffed for a long time. Today, it has 95 magistrates. With the arrival of the reinforcements announced by the minister, there will be 100. But that is still not enough. To function properly, parquet requires 119.
“There is a question of means, which must be taken into account. The judicial authorities have been asking for this for a long time. Unfortunately, it took a terrible tragedy for this to happen. Let’s hope that in the future everyone will be more responsive”underlines Denis Goeman.
The digitalization of justice then appears to be the miracle solution. But processing miles of court records can be time-consuming.
