The heatwave continues to sweep the country for the 8th day and temperatures today will even reach 42 degrees Celsius. Warm air masses from the coast of northern Africa towards our region continue to cause very high temperatures in our country, which will persist until Friday (19-7-2024), with the National Weather Service constantly updating the emergency bulletin weather.

The highest temperatures will occur in the interior of mainland Greece, mainly in the west, central and north.

Weather: What the emergency aggravation report says

The warm air masses from the coasts of northern Africa towards a large part of eastern Europe and the Balkans will continue to cause very high temperatures in our country, with the highest values ​​occurring on Wednesday and Thursday (17 and 18-7-2024) in the interior of mainland Greece, mainly in the west, central and north.

It is noted that:

A. in the coastal areas of the mainland the maximum temperature value will be 2 to 4 degrees lower than the temperature in the interior of mainland Greece and

B. the minimum temperatures will also be maintained at high levels, which will range in most areas around 27 to 29 degrees Celsius.

More detail:

1. On Tuesday (16-7-2024) the maximum temperature will reach:

a. In continental areas 39 to 41 and locally in the west and north 42 degrees Celsius.

b. In the Ionian, the Dodecanese and southern Crete, 37 to 38 degrees Celsius.

c. In the rest of the island country, 33 to 35 degrees Celsius.

d. In Attica and the prefecture of Thessaloniki, 38 to 39 degrees Celsius.

2. On Wednesday (17-7-2024) and Thursday (18-7-2024) the maximum temperature is expected to reach:

a. In the interior of the mainland 41 to 42 and locally in the west, central and north 43 degrees Celsius.

b. In the Ionian, the islands of the Eastern Aegean, the Dodecanese and southern Crete are 38 to 40 degrees Celsius.

c. In the rest of the island country, 35 to 37 degrees Celsius.

d. In Attica and the prefecture of Thessaloniki, 39 to 40 degrees Celsius.

3. On Friday (19-7-2024) the maximum temperature is predicted to reach:

a. In the northern continental areas 38 to 39 degrees and in the rest of the continental areas 40 to 41 degrees Celsius.

b. In the Ionian, the islands of the Eastern Aegean, the Dodecanese and southern Crete are 37 to 39 degrees Celsius.

c. In the rest of the island country, 34 to 36 degrees Celsius.

d. In Attica and the prefecture of Thessaloniki, 38 to 39 degrees Celsius.

It is pointed out that on Friday following noon and until the followingnoon in the northern country there will be phenomena of instability.

4. On Saturday (20-7-2024) from midday storms will occur in the northern northeastern country (mainly in Thrace, eastern Macedonia and the eastern parts of central Macedonia) and the temperature is predicted to reach:

a. In the northern continental areas 37 to 38 degrees and in the rest of the continental areas 39 to 40 and locally in the western continental areas 41 degrees Celsius.

b. In the Ionian, the islands of the Eastern Aegean, the Dodecanese and southern Crete are 37 to 39 degrees Celsius.

c. In the rest of the island country, 34 to 36 degrees Celsius.

d. In Attica 38 to 39 and in the Prefecture of Thessaloniki 37 degrees Celsius.

5. On Sunday (21-7-2024) the temperature will decrease by approximately 1 to 2 degrees and will have a maximum value in most continental areas of 37 to 39 degrees Celsius.

Weather: Emergency measures in the public and private sector

The Ministry of Labor and Social Security is taking emergency measures to deal with the heat stress of private sector workers due to the heat wave, which is expected to prevail from today until Friday, July 19, 2024.

Following the announcement of the National Meteorological Service (NMS) regarding the upcoming heat wave and following a meeting with the General Secretariat of Civil Protection of the Ministry of Climate Crisis and Civil Protection, the Ministry of Labor and Social Security, with the 15 /7/2024 circular, takes extraordinary measures to deal with the heat stress of private sector workers.

In particular, taking into account the relevant circular of June 3, 2024 (prot. no. 34666): “Prevention of thermal stress of workers” of the Ministry of Labor and Social Security, with the new circular, which was published, the following are foreseen :

Mandatory work stoppage

a) For today, for the employees of businesses located mainly in Macedonia, Thrace, Epirus, western and eastern Central Greece, Thessaly and western and eastern Peloponnese, in which, according to from 15/07/2024 Emergency Deterioration of Weather Bulletin (EDEK), particularly high temperatures are expected to prevail, it becomes mandatory to stop work during the period 12:00-17:00, in manual work performed outdoors. Indicatively, works on technical and building projects, construction sites, distribution and transport of products and objects by two-wheeled vehicle (delivery), etc., are mentioned, when the temperature is equal to or higher than 40° C.

b) For Wednesday 17/07/2024 until Friday 19/07/2024

For all workers in businesses, for manual work, performed outside, when the temperature is equal to or higher than 40° C, it becomes mandatory to stop their work during the period 12:00-17:00. For example, work on technical and building projects, construction sites, distribution and transport of products and objects by two-wheeled vehicle, roller skates, roller skates, etc. (delivery) etc. are mentioned.

c) It is pointed out that especially for work in a shipbuilding repair zone, the obligation of the above provisions applies to a temperature that is set at a value above 38°C.

d) As long as the measure of the suspension of distribution operations is applied, the option of ordering by receiving the user directly from the store (takeaway) can be kept active, as well as the eventual possibility to carry out distribution with vehicles for private use, apart from two-wheelers and other means of of the preceding paragraph, as defined in article 2 of Law 2696/1999, under more specific terms or conditions, as long as they have air conditioning.

e) The suspension of operations does not apply to economic activities concerning important and socially critical infrastructures in the health, transport and public utility sectors (sanitary units, water supply, electricity, air transport, handling, sea, land and rail transport), under the condition of taking the other technical and organizational measures of circular No. 34666/03/06/2024 “Prevention of thermal stress of workers”, including the organization of working time.

f) In the event of non-observance of the measure of mandatory suspension, a monetary fine of 2,000 euros per employee of the company is imposed by the Labor Inspectorate.

Provision of remote work with the telework system

For employees with a dependent work relationship in the private sector of the economy who belong to high-risk groups, especially in cases of exposure to aggravating conditions in the regions, which, according to the Emergency Deterioration of Weather Bulletin (EDEK) from 15/07/2024, is expected areas with particularly high temperatures, the possibility of working remotely with the telework system is given, as long as it is possible due to the nature of their work.

Extraordinary measures for the organization of working time

For the convenience of employees when there is a change in their time of arrival and departure from work, employers may not register in advance in the “ERGANI” Information System any change in the organization of working time.

Until Friday, telework and flexible hours in the State

In the event that teleworking is not possible and there is no remaining leave, employees belonging to vulnerable groups may be excused from duty due to the heat. For the implementation of this measure, the presentation of a relevant medical opinion is required.

In particular, for public servants who belong to vulnerable groups, the implementation of teleworking is foreseen. If this is not possible, due to the nature of their duties, then they can not come to their service by making use of a special permit. Their belonging to the vulnerable groups is established on the basis of the relevant data already held for the employee or in collaboration with the service’s medical examiner or the work doctor or upon presentation by the employee himself of a relevant medical opinion, from which the condition can be derived.

According to a circular of the general secretary of Public Administration, Dimitris Kirmikiroglou, civil servants who do not fall into vulnerable groups will also be able to offer their services by teleworking, and where this is not possible, flexible arrival and departure hours will be applied. Especially for employees whose duties require working outdoors, they should use the prescribed personal protective equipment, while it is recommended to avoid working during the peak hours of the heat (12.00 – 17.00).

In order to avoid the suffering of the citizens, but also to protect their health, it is clarified that for any appointments with public services that have been scheduled during the peak hours of the heat wave, there is the possibility, at the request of the citizens, to re-evaluate their implementation. In this case, these public services are obliged to reschedule a new appointment or serve them immediately even without an appointment, if there is a question of exceeding deadlines, at another time of the same day or on another day as an emergency.

In the circular it is pointed out that in any case, all public services and State bodies must provide their services to the citizens without interruption and ensure their smooth operation.

Fire alert in 14 areas on Wednesday

The map with the fire risk forecast tomorrow, Wednesday, was issued by Civil Protection.

Due to the strong winds tomorrow, combined with the high temperatures, a total of 14 areas of the country will be on “orange” alert (level 4). These are the regions: Attica, Boeotia, Evia, Laconia, Argolis, Ilia, Evros, Rhodope, Lesvos, Chios, Psara, Fthiotida, Achaia and Corinth.

The rest of the country is on yellow alert (level 3), with the exception of Ioannina, northwestern and northeastern Macedonia, as well as Evrytania. “The General Secretariat of Civil Protection has informed the competent government agencies involved, as well as the Regions and Municipalities of the above regions, so that they are on increased civil protection readiness in order to immediately deal with any fire incidents.
