According to the amendments, in the Ethics Commission and the Anti-Corruption Commission, representatives of the communities of residential areas, representatives of the public, representatives of community organizations or residents of the municipality should make up at least one third of the members of the commission.
The law would state that the decisions of the municipal council committees are made by the majority of the committee members participating in the meeting. If the votes are divided equally, there would be another vote. If, after voting again, the votes are equally divided, the voting would be continued according to the procedure established by the regulation.
It would also be established that the meetings of the municipal council commissions are legal if more than half of all commission members participate in them, and a voting procedure analogous to that of the committees is established.
After the municipal elections in the spring of this year, the newly formed councils began to work according to a new model, when they remained a representative government institution, and the mayor became an executive institution, he is no longer a member of the municipal council.
