The government on the offensive against “convenience” work stoppages

This is a dream theme for communicating both on budgetary seriousness and the fight once morest fraud. While expenses related to work stoppages are soaring at an increasingly sustained rate, the government is seeking to counter this development, which is weighing on the accounts of the National Health Insurance Fund (CNAM). On several occasions since the end of May, the ministers representing Bercy have expressed their desire to act, through measures which have since begun to be implemented, while others are envisaged in the draft of the 2024 Social Security financing law, whose examination in Parliament is scheduled for the fall.

The figures give an overview of the phenomenon. In 2022, daily allowances paid to individuals who interrupted their activity for health reasons or due to maternity increased by 8.2% in one year, reaching just over 14 billion euros, according to a report published at the end of June by the CNAM. If we take into account the costs linked to the care of women and men affected by Covid-19, the bill reaches nearly 15.8 billion euros (+ 13.9% compared to 2021).

As Health Insurance notes, this situation is not new. She fits into “underlying trends” observed “over the past decade”. But the “dynamic” has proven to be more powerful since the end of the health crisis: the amounts compensated have increased by 5.5% per year on average between 2019 and 2022 compared to 2.3% from 2010 to 2019.

What is the origin of such excitement? The executive has insisted a lot on the abuses that are committed. “What is totally abnormal and even revolting is that there are people (…) who are on sick leave when they are not sick”declared Bruno Le Maire, on June 20 on France 2. For the Minister of the Economy, these practices “penalize” people who temporarily stop working for “good reasons” but also our social protection system and “the whole nation”.

“A system that is too lax”

Heard on June 14 in the Senate, while he was still Minister Delegate for Public Accounts, Gabriel Attal, for his part, underlined how “it is easy to get sick leave” in a few minutes, on social networks or ” by telephone “, for regarding ten euros. He also argued that such leaves fall into “majority on Monday or Friday”. Meaning: some may take advantage of this to extend their weekend at the expense of the community.
