The Government is stepping up its action to strengthen prevention in our health system with strong actions in favor of oral care

For several months, health prevention has been at the heart of the Government’s priorities, with the aim of taking better care of our fellow citizens, of fighting once morest health inequalities, but also of implementing care pathways adapted to the needs of each.

This preventive shift, at work in the health system, must now be deployed in the field of oral care, historically focused on repair and cure. The challenge is not only to provide better care for patients, from an early age, but also to fight once morest health inequalities, which are particularly visible in dental care.

For several weeks, the Health Insurance, the representatives of the complementary organizations and the representatives of the private dentists have thus engaged in discussions within the framework of the negotiations of the future dental convention, in order to move towards the implementation of a policy of 100% health-prevention in the field of oral care. The priority issue of these negotiations is to develop a preventive approach to dental care and to reduce the long-term recourse of the population to prosthetic and implant procedures. Concretely, it will be a question of investing primarily in the prevention of young generations (3 to 24 years old) by taking inspiration from the public health policies of our European neighbors with an ambitious objective: future generations without cavities.

This paradigm shift will involve more regular oral follow-up for younger generations and a revaluation of primary preventive care to encourage dental surgeons to achieve more. This collective success will be made possible by the mobilization of professionals, by a reinforced commitment from the Government, but also by an increased participation of complementary organizations in oral prevention.

Thus, within the framework of the Committee for dialogue between the Government and complementary bodies (CDOC), set up since autumn 2022, it was decided to mobilize two levers to intensify the role of complementary bodies in this new prevention policy:

  • A contribution from complementary health insurance to measures strengthening prevention, which will be negotiated with the dental unions this summer, also in connection with increased investment by the Compulsory Health Insurance in this field (increase in the prices of conservative care and the scope of procedures supported);
  • A broader support of oral care by complementary, through an increase in the co-payment, which will increase from 30 to 40% next October. This commitment will represent an effort of 500 million euros in a full year and marks the start of a new deal in terms of prevention and support for the French.

Set up in October 2022, the Committee for Dialogue with Complementary Bodies (CDOC) brings together the State, Health Insurance and representatives of complementary bodies (FNMF, France Assureurs, CTIP, Unocam).

In the context of profound transformation of the health system and in connection with the financial sustainability project of the CNR health, this committee is intended to deal with subjects relating to the management, financing and regulation in health, without replacing the authorities and consultation forums existing or to be created with other players in the healthcare system (in particular healthcare professionals and establishments, as well as patients).
