The Government is banking everything on a change in Puigdemont’s attitude | Spain

What wears out the Government the most? Amnesty or Koldo case? There are no univocal or unanimous answers. The strength of the government cabinet will be marked by the development and application of the law that will erase the crimes involved in the process and for the discoveries and proven facts that occur in the case of the advisor of former minister José Luis Ábalos (Koldo García). In the Executive they defend without hesitation the former president of the Balearic Islands and president of Congress, Francina Armengol, in the crosshairs of the opposition. The path will be tortuous, but the Government plans, to the extent it can, to simultaneously process the amnesty law – outside its control once it is approved and passes to the jurisdiction of the judges – with far-reaching measures. For these you will need, as now, the votes of ERC, Junts, and the rest of the external partners. However, the PSOE and the Government are optimistic. The hope rests on the fact that they believe that Carles Puigdemont has changed his position regarding his future and his relationship with Madrid. The agreement for the amnesty law was the turning point.

The agreement would not have been possible without the ERC and Junts spokespersons having abdicated their own struggle: that of who gets more. This is how this newspaper explained it in its Saturday edition. They agreed to listen to the proposals of the socialist negotiators following taking into consideration the suggestions of the Venice Commission. These conversations between the independentistas were preceded by those held by the Minister of the Presidency and Justice, Félix Bolaños, and the Secretary of Organization of the PSOE, Santos Cerdán, with their respective interlocutors from ERC and Junts.

The Government and the party that supports it, in addition to the second vice president and leader of Sumar, Yolanda Díaz, assume that the demonstrations of the independence leaders will not help the Executive. Not only, as they state in public, because the pro-independence supporters will not stop being so nor will anyone ask them to, but because the verbal escalation will continue. “Now, for the self-determination referendum.” This is announced by the general secretary of Junts, Jordi Turull, and Puigdemont himself. ERC will not be left behind in the field of national aspirations. The PP has a basis to continue in its line of complaint.

Even so, government and PSOE sources assure that Puigdemont has entered a different phase, more realistic than the one in which he has moved during his six years in Waterloo, since he escaped from Spain.

The former Catalan president has accepted the amnesty law, which is expected to be approved around the month of June, knowing that his total immunity is not guaranteed. His team announces that he will leave “exile” to return to Catalonia next July. In any case, following the European elections. Privately, however, different interlocutors point out that the pro-independence politician has not decided on the date of his return, nor will there be an automatism between the publication of the law in the BOE and his return. The truth is that he has accepted the latest version of the law that the Government has offered him.
