In this context, a statement issued by the Council stated that a government council was held on Thursday, Rabi’ al-Awwal 15, 1446, corresponding to September 19, 2024, chaired by Aziz Akhannouch, devoted to presenting a sectoral presentation and discussing a number of draft legal texts and appointment proposals to senior positions in accordance with Article 92 of the Constitution.

At the beginning of the work of this meeting, the Government Council followed a presentation on the results of the summer tourist season, given by Ms. Fatima Zahra Ammor, Minister of Tourism, Handicrafts, Social Economy and Solidarity.

This presentation touched on the record results achieved by the summer tourism season of 2024, as the number of arrivals during the months of July and August reached 4.4 million tourists, an increase of 21% compared to the same period in 2023. Tourism revenues in hard currency amounted to 59.4 billion dirhams from January to July 2024, an increase of 3.5% compared to the same period in 2023, which represents an increase of 2 billion dirhams.

During this presentation, the Minister stressed that this exceptional achievement of the tourist season made it possible to record a record number of tourists arriving in our country during the first eight months of the current year, amounting to 11.8 million tourists, an increase of 1.6 million additional tourists, compared to the same period in 2023.

The Minister also highlighted that this outcome is part of accelerating the implementation of the “Tourism Roadmap 2023-2026”, launched by the government in March 2023, which focused on strengthening air connectivity and enhancing marketing efforts, which made it possible to increase the contracted air transport capacity by 30% compared to 2023.

Regarding Bill No. 54.23 amending and supplementing Law No. 65.00 relating to compulsory basic health insurance and enacting special provisions, it was postponed to a later meeting of the Government Council in order to study it further.

Then, the Government Council deliberated and approved Draft Decree No. 2.24.394 relating to the quality and health safety of marketed sauces, presented by Mr. Mohamed Sadiki, Minister of Agriculture, Maritime Fisheries, Rural Development, Water and Forests.
This project comes in the context of the rapid development and competition witnessed by the market for these products, and the growth of their trade exchanges, where

Subsequently, the Government Council deliberated and approved draft decree No. 2.24.766 amending and supplementing decree No. 2.02.177 of Dhu al-Hijjah 9, 1422 (February 22, 2002) approving the earthquake-resistant building code called “RPS2000” applicable to buildings specified in it for earthquake prevention rules and establishing the National Committee for Earthquake Prevention Engineering, presented by Ms. Fatima Zahra El Mansouri, Minister of National Territory Planning, Urban Planning, Housing and City Policy.

This project is part of the national efforts to address the consequences of the earthquake that struck our country on September 8, 2023, especially at the level of rebuilding the affected areas, which aims to review the values ​​of speeds and areas of speeds and accelerations at the level of some groups, after taking into account the scientific seismic data recorded in this regard.
The Government Council continued its work by debating and approving draft decree No. 2.24.767 supplementing decree No. 2.12.666 dated 17 Rajab 1434 (28 May 2013) approving the earthquake-resistant building code applicable to buildings constructed of clay and establishing the National Committee for Buildings Constructed of Clay, also presented by Ms. Fatima Zahra El Mansouri, Minister of National Land Use Planning, Urban Planning, Housing and City Policy.
This draft decree is part of the measures aimed at ensuring better supervision of the reconstruction process in areas affected by the earthquake, taking into account the scientific developments recorded in the field of prevention of the effects of earthquakes.

This project aims to complete the aforementioned Decree No. 2.12.666, by requiring the adoption of the acceleration zones specified in the speed classification and the speed and acceleration zones at the community level, attached to the anti-earthquake building code called “RPS2000” applicable to buildings specified in it the earthquake prevention rules and by creating the National Committee for Earthquake Prevention Engineering, approved by Decree No. 2.02.177 issued on 9 Dhu al-Hijjah 1422 (February 22, 2002) as amended.
This change aims to ensure greater resilience and resistance to earthquakes that strike buildings made of clay, in addition to keeping pace with the technical developments in this field.

The Government Council concluded its work by discussing and approving proposals for appointment to senior positions in accordance with Article 92 of the Constitution.

At the level of the Ministry of Higher Education, Scientific Research and Innovation, appoint:
Mr. Khaled Al-Qala’i, Director of the Higher School of Technology in Essaouira;
Mr. Said Ragrag, Dean of the Faculty of Sciences and Technology in Marrakech;
Mr. Abdel Samad Sharif, Dean of the Multidisciplinary Faculty of Asfi.
